Background
Save the Children and other Civil Society organizations from Yemen, Lebanon and the occupied Palestinian territory implemented during 2010/2012 an EC funded project “Investing in People: Good Health for All -Capacity Development and Advocacy on Sexual and Reproductive Health and Rights (SRHR) Policies” aiming to ensure that children and adolescents in Yemen, oPt and Lebanon enjoy and claim their right to SRH.

The project’s main objectives:
1)Increase access to quality Information Education and Communication IEC;
2)Increase quality of preventive and response GBV services.

Before initiating any project activity intensive discussions with influential members of targeted locations have been carried out. Once achieved the support of key community decision makers a baseline survey was carried out to understand the Knowledge Attitude and Practices on Sexual and Reproductive Health rights of children 10/17 years old, parents and service providers i.e. personnel from schools, health clinics, CBO/NGOs working in the field of Child Protection, health and/or GBV.
Based on the findings of the baseline, partners, service providers, parents and girls and boys from the three countries participated in the development and pilot testing of two Modules:
I-Changes as a result of puberty, physical as well as psychological changes
II-Early marriage, FGM and HIV/AIDS

Each module addresses 4 different target groups i.e. girls and boys 10/13 years, girls and boys 14/17 years, parents and service providers through different set of activities to respond to the different learning needs and knowledge gaps. The methodology for the development of the educational materials resulted effective, safeguarding cultural sensitivities, responding to knowledge gaps identified in the baseline and ensuring ownership to all actors involved in the development and review.
Children and parents used the modules for peer education. Children described this as a “learn-learn situation” gaining knowledge to transferring it to others. They also reported increased self-confidence and respectful attitude by family members. Unexpected is the level of empowerment reported by parents, raising their confidence to speak out about topics considered taboo and, encouraging them to constructively criticize the relationship between children and mothers/fathers as well as between wives and husbands. Mothers reported increased self-confidence and critical thinking around protection, which in turn helped in knowledge transfer to husbands and other parents.
During January/April 2013 a post-KAP survey was carried out to measure the impact of the project. Remarkable changes in Knowledge and Attitudes of adolescent boys and girls, their parents and service providers from the targeted locations were highlighted as well as issues where the project should continue working.

Based on the developed experience and identified lessons learned, Save the Children, the NGOs KAFA and AFEL in Lebanon; AISHA, Juzoor for Health and Social Development and UNRWA West Bank in oPt, Community Based Rehabilitation for children with Disabilities and the Women Union in Lahej Yemen agreed to together work in the development of a third module focusing on Child Sexual Abuse CSA.

The Module on CSA will follow the same structure and outline of the previous two modules. See link to Module 1 for further knowledge.
It will be composed of 5 guides:
-First is an introduction to the Module;
-Second addresses service providers (personnel from schools, primary health clinics and CBO/NGOs) and therefore will provide a more technical knowledge with a social, health and protection focus;
-Third is for parents;
-Fourth is for boys and girls 10 to 13 years old; and,
-Fifth is for boys and girls 14 to 17 years old.

The module will ensure:
-Child rights and child friendly language
-Coherent Arabic language and SRHR/CSA terminology, agreed upon by the practitioners and experts in the three countries.
-Mainstream child rights and the principles of the UNCRC;
-Provide relevant and applicable exercises, locally and culturally adapted to communities in the region;
-Cultural sensitive and age-appropriate exercises relevant to the four target groups.

Save the Children and Civil Society from Lebanon, Yemen and oPt will be involved in the process of developing the Module on CSA actively participating in the development and field testing process.

Core responsibilities
The Civil Society Organization will be primarily responsible to:
-Gain an overall understanding of opportunities and challenges working on Sexual and Reproductive health Rights for Adolescents in Yemen, OPT and Lebanon through key documents:
-KAP Baseline and Post-KAP report
-Best Practices Report
-Interim and final Project Reports
-Develop a draft outline for Module on CSA to share with SC and CSO from the three countries
-Organize a workshop inviting SC and CSO from the three countries to discuss the structure and contents of the Module
-Share first draft, receive feedback from countries and revise based on these
-Finalize Module three on Child Sexual Abuse.

Reporting line
The Consultant will report to the Project Coordinator through bi-weekly report based on updates to the action plan and, meetings twice per month.

Communication
First line of communication for the CSO will be the Project Coordinator and when discussing country specific issues, the CP Officers/Advisor and implementing partners in Palestine, Lebanon and Yemen will also be involved. Technical issues shall only and always be through the technical steering committee of CP Officers/Advisor in Palestine, Yemen and Lebanon as well as partners technical focal points.

Qualifications required
-Min. 7 years work experience in Child Sexual Abuse, Child Protection and Children’s Rights in the Middle East Context.
-Skills, competencies and knowledge:
-Development and design of educational material in a child friendly and user friendly language;
-Training experience with children and youth
-Clear knowledge and understanding of the added value represented by children’s participation.
-Possess a rights-based and gender-sensitive perspective
-Advanced English and Arabic written and spoken language skills are essential
-Excellent ability to work in a multicultural team and environment.
-Sensitivity to different cultural and religious contexts
-Capacity to collect and analyze information in a systematic way
-Ability to present complex information in an accessible way
-Ability and commitment to deliver the expected results in a short period of time
-Availability to travel to Lebanon, Yemen and oPt.
