Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip. Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.
Internal displacement within Palestine remains a concern. Communities come under increasing risk of forcible transfer and other Intentional Humanitarian Law violations, stemming from Israeli policies and practices.
NRC has been active in Palestine since 2009, working across Gaza and the West Bank, including East Jerusalem, to reach Palestinians who are displaced or who face imminent threats of displacement. Our offices in Jerusalem, Ramallah, Hebron and Gaza, provide legal counseling to promote access to human rights, shelter, water and sanitation, and quality education. Nationally and globally, we advocate for the rights of displaced Palestinians and together with local authorities and community-based organizations, we establish mechanisms for monitoring the needs of displaced Palestinians, and promoting community-owned solutions.
NRC is looking for suitably qualified candidates for the following position:
Education Coordinator (National Position) - Palestine
Role and responsibilities
Generic Responsibilities
Line management of Education project field staff
Adherence to NRC policies, guidance and procedures
Contribute to Education strategy development, project proposals and provide input on needs and gaps.
Manage and implement delegated portfolio of Education projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
Provide regular progress reports to PM (AM and CCS if no PM)
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
Promote and share ideas for improvement and necessary changes in the activities
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local authorities and other key stakeholders
Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific Responsibilities
Lead and support the team in planning and implementing activities in accordance with weekly and monthly plans and with Education strategies and priorities
Ensure that project activities are in line with budgets and assist with overall financial and reporting management of the project with the Project Manager
Maintain good relationships with implementing partners, MOEHE, NGOs and INGOs
Work with the Education Project Manager to develop project strategies and activities and generate reports
Coordinate team statistics and provide any necessary follow-up on Monitoring and Evaluation issues
with PMSupervising/participating/monitoring project related field activities of Education Officers
Regularly evaluate officers and update Work Development Plans (WDP)
Responsible for keeping accurate records of assessment, activities, and participation
Responsible for reporting (weekly/monthly on area of responsibility) to the Project Manager
Carry out any other relevant duties as requested by Education Project Manager
Regularly sharing all reports, activities, issues and any other relevant project documents with the Education Project Manager
Our Ideal Candidate:
University degree in education/psychology/Social Science or relevant humanitarian degree, and minimum of 5 years’ relevant experience in management (preferred in education/social service) in a humanitarian/recovery context.
Knowledge of the context of education in Palestine, and experience in working with donors and projects preferably in an education and humanitarian context.
Good experience in project implementation, budgetary and finance management skills.
Someone who has managed a team and practiced good management and supervision skills, a team leader and player who is interested in working with different people, and build their capacity in the field.
Must have strong communication skills, written and oral, be able to communicate effectively, produce reports, proposals, and present solutions. Cultural sensitive.
Advanced computer skills, and fluency in English and Arabic.
Additional Information:
Contract period: 12 months
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Jerusalem, 5% travel.
NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities.
