Action Against Hunger is recruiting for the Gaza strip a 

2 Logistics Technical Assistants     

General Objective: 

Logistics Technical Assistant will support the Deputy Logistics Manager leading the fleet, assets, and premises management. S/He will support the final aim to guarantee efficient and effective operational support to the projects of the Base.   

Key Activities:  

Objective 1: Fleet Management and Transport (30%) 

  • Ensure an efficient transport ACF’s personnel and goods within Gaza area and to the project sites, according to the movement planning of the base/s 
  • Ensure reliable and regular reporting regarding all activities linked to fleet management and implement adequate actions in case of abnormal indicators. E.g.: follow up and keep records of movements, fuel consumption and maintenance of all vehicles in the logbook. Submit the required reports to the Deputy Log Manager on a monthly base. Keep updated with the Fleet Follow-up tool. 
  • Supervise the drivers and communicate with Deputy Log Manager regarding accidents or incidents to ensure necessary information and reporting is provided. Act as a focal point for all vehicle movements 
  • Ensure the check the vehicles (condition and mechanic) daily and fill the daily/weekly/monthly follow up sheets. 
  • Make sure that all necessary items (such as tools, first aid kit, car documents, maps, fire extinguisher and communication mean) are always in each of the vehicles at the beginning of each day and before any journey. Make sure all assets are returned before changing vehicles. 
  • Supervise the daily and weekly movement planning – following up with teams to ensure movements for the following day & updating movement plan in conjunction with Log Manager accordingly. 
  • Ensure follow up of the fleet (maintenance, repairs, use, wash, fuel, insurance, car registration) and that timely maintenance is done at regular intervals. Ensure that all repairs and car services are logged in the vehicle maintenance file. 
  • Follow-up the fuel storage and consumption. Keep accurate track of fuel consumption, prepare on time fuel reports. Ensure safe storage of fuel. Plan the refilling of the fleet.  
  • Ensure that all drivers records– license, registration, and insurance and up to date – update follow up spreadsheet & keep hard copy file of documents.  
  • Update and archive the information of each vehicle (license, pictures). 
  • Prepares the purchase requests for the vehicles and possible repairs needed, in coordination with the Log Officer Supply and the Log Manager. 

Objective 2: Equipment and Inventory (20%) 

  • Undertake inventory checks and update inventory lists in the base on a quarterly basis 
  • Together with the HR department and the Deputy Log Manager, collect the needs of equipment, assets, visibility, software of the staff, and establish the priorities. 
  • Ensure that users use the equipment and take care of it appropriately. 
  • Support the ICT Focal Point on identifying problems on equipment and ensure their resolution or repair.  
  • Plan and execute the procurement of assets and inventory for the base. 
  • Manage the procurement and stock of assets and office supplies. Ensure loan certificates are signed by all staff and properly archived. 

Objective 3: Premises Management (30%) 

  • Centralizes and anticipates the logistics needs of the departments and the GH and proceeds with the procurement of the needed items. 
  • Ensure that all premises are equipped with functioning and up to date first aid kits, fire extinguishers, smoke detectors and other safety equipment. 
  • Support Logistics to identify suitable building for ACF Premises. 
  • Conduct preventive maintenance for the premises and arrange for maintenance when required. 
  • Supports with the WH management when required in terms of facilities management. 
  • Manages the premises follow-up report/indicators. 
  • Manages contracts and the payment process for utilities and premises rentals. 
  • Analyse the security of the premises and implement measures if needed.  
  • Make sure the guards have and fill properly the visitor’s book, and scan and archive the filled ones. 

Objective 4: Log general support (20%) 

  • Prepare the shifts schedule for the drivers and schedule the monthly night shift.  
  • Work out and monitoring individual action plans for the team members. 
  • Manage the technical needs of another team member.  
  • Manager the stationary and the internal office stock. 
  • Provide technical support to the teams. 
  • Identify the training needs of the team members and organize the necessary training sessions.

Job Requirements
  • Secondary education or higher. University degree preferred on Business Administration, Logistics, Industrial Engineering or related. 
  • Valid Driving license for not less than 5 years; knowledge of driving rules and regulations and skills in minor vehicle repair; and good knowledge of Gaza Strip roads. 
  • Knowledge of security protocols in relation to staff movements, premises and base operations. 
  • First Aid Knowledge desirable. 
  • Minimum of two years’ work experience as Logistics Assistant, Warehouse keeper, and/or Fleet Manager. Desirable experience working for an international organization. 
  • Safe driving record. 
  • Experience in logistics, asset management and facilities management. 
  • Good reading, writing, and speaking skills in both Arabic and English. 
  • Knowledge of Windows environment, intermediate level in Excel, Word, Power Point and Outlook. 
  • Mobility between bases as required. No international travel required.
