Introduction:
The Palestinian population is in the midst of a demographic transition, with lower levels of fertility and a projected rate of population growth up to 2020 of around 2.8 per cent. The newly released initial data of the 2007 census suggest a total population of 3.8 million, with 45 per cent of the population aged 14 years and below. The working-age population is growing much more rapidly than the total population, at 3.8 per cent per year on average up to 2020. The Palestinian public sector is saturated and new young entrants to the labour market need to be sensitised on the importance of self-employment as a career option.
Within this context, ILO and UNDP are working on the promotion of Entrepreneurship Education that
stimulates young people to think about entrepreneurship and the role of the business community in
economic and social development. This would encourage youth/students to get an opportunity to analyse the changes taking place in their countries and foster them to consider self-employment and enterprise creation as a career choice.

Duties and responsibilities:
The KAB National Project Coordinator will work under the overall guidance of the ILO Regional
Director, the technical supervision of the Enterprise Development Specialist of the ILO Regional Office in Beirut and under the direct supervision of the ILO Office in Jerusalem.

Specific duties include the following:
1-Manage project activities in conformity with ILO rules and procedures:
1.1Prepare the project implementation plan in consultation with the national partners;
1.2 Work closely with the Regional Office for Arab States in the development of terms of reference for activities and the procurement of equipment;
1.3 Monitor and evaluate project implementation, identifying possible difficulties and proposing solutions;
1.4 Monitor progress of the overall project to ensure timely implementation and the reporting of project activities.
1.5 Ensure high delivery rates through timely fulfilment of all obligations and delivery of inputs and outputs;
1.6 Ensure adherence to the ILO rules and regulations for financial and administrative matters.
2. Establish and maintain close links with relevant national partners, including governmental and
non-governmental organizations, UN agencies and donors active in the area of entrepreneurship development.
3. Promote ILO policies through advocacy and awareness-raising campaigns of relevant international labour standards and ILO Conventions and Recommendations.
4. Identify opportunities for new initiatives/projects/programmes and take responsibility for programme and project design and resource mobilization in consultation with government authorities, employers’ and workers’ organizations, and non-governmental organizations.
5. Coordinate the work with other ILO related projects in the oPt.
6. Prepare the KAB test phase for the vocational training centres, secondary vocational schools, technical colleges and university.
7. Organize national workshops for officials from the MOL and the MEHE (e.g. awareness-raising,
training of trainers, exchange of experiences, etc).
8. Collect relevant data from the KAB pilot testing initiative and put in place the KAB monitoring
and evaluation system.
9. Review the local adaptation of the KAB materials.
10. Oversee the preparation of the evaluation/recommendation paper for the dissemination of
entrepreneurship education in the oPt.
11. Participate in training on KAB facilitation offered by Turin Centre.

Education: University degree in social science.
Experience: 3-5 years experience in managing social development programmes, research, training
provision, and working with community organizations; familiarity with ILO policies and procedures;
experience in working on entrepreneurship development, development issues, and/or UN agencies would be an added advantage.
Language: Excellent command of Arabic and English.
Competencies: Strong interpersonal skills and ability to work with diverse groups (i.e. governmental
departments, employers’ and workers’ organisations, non-governmental groups and research institutions) in various parts of the country; good communication skills, both written and verbal; ability to provide leadership and work in a team; and ability to work independently with a minimum of supervision.

CONDITIONS OF EMPLOYMENT:
Gross pensionable: NIS 171,237
Basic Annual Salary: NIS 142,448
