Background
The Police Support Programme is a Palestinian Police-led initiative supported by the EU Police Co-ordinating Office for Palestinian Police Support (EUPOL COPPS), the PA Ministry of Interior and is implemented by the United Nations Office of Project Services (UNOPS). Its central decision making and project approval mechanism is the Programme Steering Committee (PSC) chaired by the Ministry of Interior and attended by the PCP Police Commissioner, the Ministry of Finance and a Donor Representative.
The initiatives agreed in the PSC are implemented by UNOPS with supervision from the PCP department heads. UNOPS has established a Project Management Office to manage the day to day delivery of projects.
The junior project engineer will report directly to the UNOPS Infrastructure Project Manager. The junior project engineer will liaise regularly with senior officials in the Palestinian Authority, assist with English Arabic translation and a broad range of quality civil and building infrastructure and construction oversight services.

Duties and Responsibilities
The Junior Project Engineer is responsible for assisting with all construction management tasks required to ensure timely, cost effective, safe and quality delivery of the project.

S/he reports to the Infrastructure Project Manager and may be required to assist in the following tasks:
Represent UNOPS at meetings with senior officials of the Palestinian Authority; Translation written/spoken Arabic, English; Ensuring works are carried out in accordance with contracts, specifications, drawings, etc; Problem solving in a timely manner; Preparing bid documentation; Participating in bid analysis; Preparing monthly project reports; Overseeing technical aspects of contracts and provide guidance to contractors where required; Maintenance of the following project documentation;
-Payment register;
-Variation register;
-Site safety inspection register;
-Site diary;
-Instruction to contractor register;
-Drawing register;
-Visitor register;
-Sample approval register;
3-Concrete test register; and Progress photos; Planning and documentation for future phases of the project as directed by the Infrastructure Project Manager. Including activities such as;
-Estimations; and
-Producing Bill of Quantities/Specs/Drawings; 1st priority Project/Engineering assistant to project manager; 2nd priority assist Senior Project Engineer with site monitoring; Preparation of meeting agendas and minutes, Will prepare project coordination meeting minutes and contractor meeting minutes in English and Arabic for PM approval; Responsible for the issue of meeting minutes and all other documentation to relevant government agencies; Written and verbal translations as required; Liaise with Recipient and other Ramallah government agencies as needed; Liaise with Ramallah based design and contractor offices as required; Produce contractor Instructions for signature by PM and maintain register; Responsible for formal document issue and registers, including;
-Drawings;
-Bill of Quantities;
-Specifications;
2-Contractor Instructions; and Engineering Standards; Providing technical support to project procurement and finance specialists where needed; Setting OH & S example on site through exemplary behavior and identifying deficiencies; Attending weekly contractor coordination meetings, maintain minutes and issue; Assisting SPE with site monitoring through minimum 2 site visits per week (time permitting); Carrying out other tasks as assigned by the Infrastructure Project Manager;
3-Monitoring
and Progress Controls:
Active participation in weekly Project Engineer/Project Manager catch-up meeting; Active participation in weekly project staff meeting; and
Maintaining, accurate, quality and completion documentation as identified in responsibilities above;

Required Selection Criteria
Competencies
General competencies: Professionalism; Integrity; Enthusiasm; Commitment; Planning and Organizing; Communication; Judgment and Decision Making; High proficiency with computers in particular MS Word, MS Excel, MS Outlook, Autocad and the Internet; High organizational skills; and Able to work efficiently with minimal direction.

Education/Experience/Language
University degree at Bachelor level or equivalent, or accreditation in Engineering (preferably civil or structural) or Construction Management from a reputable University; Fluency in English is essential. Working knowledge of Arabic or Hebrew an asset; 3-6 years site engineering for medium to large scale building construction projects in the oPt; Site engineering experience in highly developed engineering environments is preferred; Knowledge of UN policies, procedures and operations would be an asset; Ability to travel between Jerusalem and the West Bank essential; and Current driving license is essential.
