GENERAL OBJECTIVES
- The Advocacy Officer in Jerusalem will support the Advocacy and Communication Coordinator and Advocacy Department by contributing to implementation and carrying out of the mission’s Advocacy strategy at national and base level. This includes working closely with each operational and technical department to address specific advocacy issues, operational constraints, and areas of concern through conversations and engagement with internal and external stakeholders.
- The Advocacy Officer will work closely with the Media and Communications Officer in Hebron under the supervision of the Advocacy Coordinator, as well as the MEAL and technical teams in Gaza to build on Action Against Hunger’s evidence-based advocacy efforts.
Objective 1: Support in the development of advocacy activities (50%)
- Support the Advocacy Coordinator in the implementation of the advocacy strategy at the national and base level.
- Support the Advocacy Coordinator in the development of the advocacy campaigns at the strategic and implementation level.
- Bring innovative advocacy ideas and perspectives – no idea is too farfetched.
- Support in the update of the local, national, and international stakeholder analysis and in the policy/research review upon request.
- Develop advocacy documents, such as research, positioning, policy papers, and emergency situation reports/alerts.
- Support ACF contribution to the relevant inter-agency advocacy platforms in-country.
- Gather inputs from technical and operations teams in Gaza and West Bank and summarize them in writing through weekly or bi-weekly situation report alerts.
- Prepare advocacy inputs for reports and proposals to donors and internal stakeholders, as well as public documents such as press releases on issues related to effective humanitarian access, hunger, conflict, and other identifiable areas of ACF advocacy.
- Work closely with the Media & Communications Officer in Hebron and the Communications and Advocacy Coordinator to identify key messages and ensure coherence between advocacy activities and communication products.
- Support the monitoring of the advocacy strategy implementation and draft activity reports.
- Represent AAH in inter-agency meetings at the request of the Advocacy Coordinator and oftentimes alongside the Advocacy Coordinator, contributing to in-country joint initiatives and strategic planning.
Objective 2: Support with internal coordination for advocacy purposes (35%)
- Draft bi-weekly context update, including a research, report, and inputs from technical teams in Gaza and the West Bank to be reviewed by Advocacy Coordinator and shared internally.
- Share potential security and access incidents/info with Advocacy Coordinator.
- Draft meetings’ minutes and reports, including during internal and external meetings on advocacy.
- Attend field visits to ensure community concerns are implemented and integrated into ACF advocacy, and that our efforts are supporting operational teams.
- Develop a strong relationship with MEAL colleagues in the field to support evidence-based advocacy.
- Work closely with the Media and Communications Officer to make sure advocacy messages are part of ACF communications efforts across the mission.
Objective 3: Support with external relations’ needs (15%)
- Support the Advocacy Coordinator in developing advocacy initiatives, such as workshops’, public events’ planning and capacity building activities.
- Prepare advocacy arguments for stakeholders and key targets when requested.
- Draft talking points for Advocacy Coordinator and Country Director when internal meetings with key targets and stakeholders occur.
- Support joint advocacy initiatives with humanitarian partners.
- Support in any other relevant tasks requested by the Advocacy Coordinator.

- Bachelor's degree in international relations, Political Science, International Development, Law, or something similar.
- Excellent writing and verbal communication skills as well as a strong analytical and synthetical mind, likes to ask critical questions.
- In depth understanding of international policies and humanitarian mechanisms, particularly in the context of occupied Palestine.
- Ability to draft and edit a range of different information materials for various key audiences and communication tools (i.e. advocacy campaigns, internal briefing notes, public key messages, press releases).
- Ability to work in stressful contexts and capacity to respond to tight deadlines.
- High level of independence while being a team player.
- Innovative, energetic, optimistic, and solution-orientated approach to work.
- 1 year of experience in the humanitarian/ social/development sector.
- Experience in research and report drafting needed.
- Preferred experience working in humanitarian advocacy and/or public accountability.
- Experience in MEAL, Law, and/or humanitarian advocacy is a strong asset.
English: Compulsory working language.
Excellent writing skills are required for this position.
Arabic: Highly recommended working language.
Excellent writing and verbal communications skills are highly recommended for this position.
Microsoft office, Experience with KOBO would be appreciated, with the plan to develop stronger connections between Advocacy and MEAL to strengthen evidence-based advocacy and communications.
The position is based in Jerusalem with field visits to the West Bank.
Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
