Access and Security Officer

I-Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.

In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a safety and access officer for its humanitarian operations in Gaza.

III-Position Profile
- Context analysis
- Provide daily contextual security report to the AC, CSM, and Operations Manager(s).
- Contribute to context and risk analysis for access and potential new locations of intervention.
- Carry-out weekly update on access to Acted areas of operations.
- Security Assessments
- Carry-out monthly evaluations (Minimum Operating Security Standards (MOSS) self-assessment) for premises and areas of operations.
- Conduct Area access assessments.
- Provide road risk analysis for Gaza accessible areas.
- Operational support
- Ensure compliance with the MOSS and be responsible for First Aid Kits/Trauma Kits and Fire Safety at all Acted premises.
- Ensure the Acted security & safety processes are applied and explained to all staff based and visiting the area, and update and display the emergency contact list at the office(s), and to all staff visiting the area(s).
- Ensure a proper level of preparation before movement to/in the field, and support senior security & safety staff and the AC in setting movement rules that are adapted to the local context to support the logistic and security team in country.
- Ensure the follow-up of teams’ movements to the field, updates for Humanitarian Notification System (HNS), to support wider weekly movement planning in coordination with the AC.
- Ensure the WA check-in groups are updated, and relevant headcounts are done in a timely manner
- Ensure the access control to the premises (control the visitor books, all visitors have badges, staff to wear their ID, etc.) and timely issuance of ID cards.
- Briefing and training
- In collaboration with the CSM and the AC provide security briefings for all incoming national and international Acted staff with follow-up periodically or when applicable.
- Liaison with humanitarian, military, community, and other actors
- Establish a strong relationship with UN (at JHOC, UNDSS, OCHA for civ-mil point of contact) and with other actors (both security related and administrative), including other LNGO/NNGO/INGOs, INSO and agencies working in the security management field.
- Establish a strong relationship with implementing partners and share updates/guidance as per recommendation from AC and Operations Manager(s).
- Establish and ensure a strong relationship with local governance structure (formal and informal) and local organizations in the areas of implementation, and develop a contact database to allow relevant and timely follow-up with relevant stakeholders in support of Acted’s project objectives.
- Report on status of access for newly accessible areas and support Acted staff in getting the right authorization (documented or other) in a timely manner.
- Reporting
- Contribute to weekly and monthly security and safety reporting under the supervision of the AC and/or CSM.
- When needed and relevant, report security, safety and access incidents/impediments through response-wide mechanisms
- Protection Mainstreaming
- Promoting and adhering to Prevention of Sexual Exploitation,Abuse and Harassment (PSEAH) policy and guidelines.
- Perform other duties as requested by supervisor.

IV-Qualifications:
- Bachelor's degree in any relevant field.
- Strong knowledge of the local context
- At least 2 years of experience in the humanitarian and/or international organization (strongly preferred)
- Experience in contingency planning, and experience in emergency simulations will be considered an advantage
- Previous experience providing training and making presentations (preferred)
- Excellent computer skills (office applications) (preferred)
- Working knowledge of written and spoken English is required (and will be assessed via interview)
- Ability to work and communicate efficiently in English (verbally and in writing) is a pre-requisite.
