PROJECT BACKGROUND
USAID/West Bank and Gaza (WBG) Accountable Local Governance (ALG) Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.
POSITION PURPOSE
The role of the Accountability and Transparency Team Leader is to lead the implementation of the ALG activity’s Objective 2 (O2). The Accountability and Transparency Team Leader will manage activities to help LGUs to utilize accountability operations and communication strategies to engage with citizens on crisis response and service-delivery challenges, while providing grants to empower local community service organizations (CSOs) to advocate for policy reforms. S/he will manage the Objective 2 Core Team which consists of a Community Engagement Specialist, a Participatory Governance Specialist, and a Gender/Youth Specialist.

KEY DUTIES & RESPONSIBILITIES
- Provide supervision, technical direction and leadership for O2 staff and short-term experts.
- Ensure all program objectives and technical activities are cohesive, mutually supportive, and fully integrated.
- Work with Cluster LGU Regional Engagement Team Leader to oversee municipal assistance packages (APs) for key municipal staff to enhance understanding of accountability and civic engagement tools, participation of underrepresented groups, and improve citizen feedback systems to address service delivery needs.
- Offer technical assistance (TA) and guidance as needed to achieve ALG targets.
QUALIFICATIONS
- Master’s degree in international development, public policy, public administration or related field, and 8 years of experience supporting donor-funded local governance activities of similar scope and complexity, in WB&G or MENA required.
- Experience in capacity building (including youth, women, and marginalized groups); understanding of community outreach and participatory governance approaches preferred.
- Experience with training and capacity building.
- Fluent English and Arabic required
REPORTING
The position of the Accountability and Transparency Team Leader will report to the Deputy Chief of Party.
