Job Description

Under the direct management of the Senior Finance Officer, the Accountant is in charge of maintaining the good management of the cashbox, bank and SAGA books in compliance with accounting principles, legal requirements, Tdh procedures and donors' guidelines.

The incumbent commits to observe discretion on any information related to the organization functioning. She/he will conduct her/his duties in respect of the Charter of Terre des hommes Foundation (Tdh) and Tdh Safeguarding Policy. She/he commits to ensure high level of children participation and will always work in the best interest of the child.

Tdh intervenes without any affiliation for politics, religion or financial profit. The incumbent will direct her/his activities and engagements without preoccupation of political, racial or religious affiliation.

Accounting

  • Ensure that all payments are justified by all necessary supporting documents for any disbursements before processing
  • Ensure that the supporting documentation is translated into English
  • Record all transactions including partners in the accounting system accurately and on a daily basis as per Tdh procedures (descriptions, accounting codes, financial and analytical allocations, etc.)
  • Implement the cash inventory and check the cash & bank balances on a weekly basis and inform the line manager in case of any discrepancy
  • Carry-out a systematic periodic check of advances from the cash box as per Tdh policies
  • Follow-up bank and cash book balances and anticipate the treasury needs
  • Check the cash and bank balances on a regular basis and inform the line manager in case of any discrepancy
  • Prepare the closure and the cash and bank reconciliation reports at the end of each month
  • Perform the monthly controls of the accountancy
  • Answer to accountancy feedbacks requested by her/his line Manager and ensure the necessary accounting changes in the accountancy when required
  • Perform the voucherization on a monthly basis and ensure that all financial documentation are properly archived as per Tdh procedures (hard and soft copies)

Reporting and communication

  • Deliver the monthly SAGA closure and the cash and bank reconciliated balances to her/his line manager within the due deadlines
  • Inform the line manager of treasury needs as per Tdh policies
  • Report progress of activities and any challenges/issues encountered to her/his line Manager on a weekly/monthly basis

Audit, Compliance & Internal Control

  • Ensure the compliance of the supporting documentation before recording in the accounting system
  • Ensure the financial support documents are archived according to Tdh procedures
  • Participate in the preparation of internal/external audits and spot checks
  • Participate with her/his line Manager in the semi-annual & annual closures
  • Guarantee the confidentiality of the financial information

Perform any other tasks as maybe be requested by the line manager.

Security

-  Comply with Tdh Security Regulations;

-  Inform and share any incident or information related to the security of staff and beneficiaries with the Country Representative.

Safeguarding Policy:

-  Commit to respect the Tdh Safeguarding Policy and principles of child protecti;

-  Commit to ensure the best implementation possible of the Safeguarding Policy in Palestine;

-  Commit to inform Child Safeguarding Focal Point and to deal with any cases, allegations, or possibility of transgression, even potential, of the Safeguarding Policy.

Other:Undertake all other duties that may be requested by the Country Representative and that are compatible with the job.

 Education / Qualifications:Bachelor’s degree in accounting, Finance or Business Administration

Experience:Minimum 2 years of experience in Finance & Accounting, ideally in I/NGO environment

Languages:Arabic, English

IT Knowledge: Advanced in Microsoft Office Suite, Accounting software (ideally SAGA)
