Within the framework of an EU-funded project War Child Holland is looking for an Accountant/Admin Assistant starting October 2012 for 18 months.
War Child Holland in Israel / occupied Palestinian Territories (hereafter WCH - Israel / oPT), is a non- profit, non-political and non-religious non-governmental international organisation. The organisation invests in the peaceful future of children affected by armed conflict. War Child Holland’s programmes strengthen psychosocial development, contribute to protecting children from violence, neglect and abuse, and advocate for the rights of children and youth, applying the power of creative arts and sports to reach its objectives. WCH, as main applicant, signed a contract with the European Union for the project entitled ‘Advancing the rights of working children in the West Bank’ and will work with its partners Sharek Youth Forum (Sharek) and the Palestinian Centre for Communication and Development Strategies (PCCDS) on its implementation. The position Accountant/Admin Assistant is partially funded by WCH and partially by the EU.

Objective of the position
The Accountant/Admin Assistant (80%) ensures that accounting processes and systems are running effectively and efficiently to enable programme staff and other stakeholders to implement the War Child Programme in Israel/oPt. The Accountant / Admin Assistant is also responsible for the compliance with external donor financial and administrative requirements.
Based in the War Child Holland office in Jerusalem, he/she directly reports to the Operations Support Manager (OSM). The position involves travel outside the office to the oPt, particularly to Hebron and Ramallah.


Result / Responsibilities:
Finance

-Enter accounting information into SAGE, and cross check accuracy and completeness before submitting in a timely manner
-Handle petty cash (related to EU project)
-Check receipts and eligibility (both EU and other partners’ projects)
-Prepare checks and transfers
-Ensure that all bookkeeping/financial documents of partners and War Child are compiled and organised according to international auditing standards.

Administration
-Performs administrative tasks (photocopies, buying stationeries, scanning/faxing documents)

Other
-In the absence of the OSM provide support to the WCH team and partners.
-Take on any other relevant tasks to the area of responsibility as requested by the OSM or the Country Representative.

Reporting
-Reports directly to the Operations Support Manager.


Profile

Knowledge 
-Minimum a Bachelor’s degree in accountancy;

Experience
-Minimum of 3 years experience in similar positions with an NGO for an EU-funded project is a must (if possible SAGE package);

Skills
-Result-oriented, attentive to detail and cost-conscious;
-Fluency in English and Arabic a requirement.

Other requirements:
-Works well in small team, flexible to take on new tasks, comfortable in a flexible working environment;
-Based in oPt/Israel and willing to travel to Israel and oPt.

Conditions
-Part-time job of 32 hours per week, distributed in four days according the needs of the program.
-Competitive remuneration.
-The staff will follow the Terms and Conditions of employment of War Child Holland Israel/oPt.
