Accounting and Reporting Officer
Terre des Hommes Italia (TDH IT), member of Terre des hommes International Federation, works in 21 developing countries implementing projects and activities for the benefit of more than 3 million people.
TDH IT implements relief and mid-term programs and projects in the fields of education, primary health, protection, livelihood, PSS and child rights.
In Palestine, Terre des Hommes Italia operates since 2000 with emergency and mid-term interventions supporting the fulfilment of the right to education, protection and health care of the most vulnerable communities living under occupation.
In response to the rapidly increasing needs in Gaza, TDH IT is expanding its emergency response efforts through a project aims at focusing on primary healthcare for 16,800 individuals in the Gaza Strip funded through DRA funds for the Gaza Acute Joint Response.
As part of this initiative, we are seeking qualified candidates for the position of Accountant and Reporting Officer to join our finance department in Palestine for 7 months (with possiblity of extention if funds available). The Accountant and Reporting Officer, with previous professional experience in similar positions of at least 3 years in Palestine, will be selected according to the criteria normally applied by Terre des Hommes Italia and in full compliance with applicable national law and regulations.

Main tasks and responsibilities
The role involves providing key support to the Finance Department, covering a range of financial elements including accounting, budgeting, financial reporting, cash and advances management, as well as partner financial monitoring and reporting.
A high-quality Accounting and Reporting officer should be able to successfully contribute to the organization’s financial efficiency while reporting accurately and maintaining records in a professional manner. The accountant and reporting officer, in coordination with the Program Manager and the Administrator, shall guarantee a rigorous and transparent application of TDH IT policies and procedures, and to ensuring compliance with local laws and the full respect of donor’s requirement in the management of project resources.
Key Responsibilities Include:
- Accounting and Financial Management: Oversee accounting processes cash and advances management and support in budgeting, financial reporting.
- Coordination with Implementing Partners: Actively engage with the implementing partner finance department to ensure seamless collaboration and support in reporting activities.
- Capacity Building: Contribute to partners' financial monitoring and support their capacity building initiatives, when needed.
The Accounting and Reporting officer will be specifically responsible for:
Accounting
- Ensure daily registration of accounting entries, correct allocation of costs and filing of accounting documents;
- Daily management of expenses and weekly reconciliation of bank accounts and daily cash inventories for the Gaza Joint Response;
- Verification of the financial and administrative data and consolidation of the monthly accountancy, budget follow ups and sharing costs related to the Gaza Acute Joint Response project for the final revision of the Program manager and the Administrator;
- Manages proper archiving and scanning of financial agreements, amendments, reports, and correspondence with donors;
- Support the administrator in managing cash flows between TDH projects, TDH Delegation and the Gaza Joint Response, overseeing transfers and monitoring bank accounts;
- Coordinate with the Program Manager, the administrator and the head of base in Ramallah to plan payments of suppliers and/or bills of services and utilities.
Reports, Capitalization and Communication
- Coordinates with the implementing partner finance department and supports them in reporting;
- Support Administrator and Program Manager to consolidate interim and final financial reports for presentation to the donor;
- Ensures proper archiving and scanning of project expenses and related supporting documents;
- Assist Administrator and Country Delegate in the preparation of audit inquiries and requests for financial information;
- Support the Program Manage to ensures compliance of Implementing partner with all TDH procedures, donor procedures, and local laws.
Others
- Work with local logistical staff to ensure proper stocking levels and adherence to inventory systems;
- Contribute to maintaining the liaison with TDH IT central office in the country;
- Perform any other additional duty that are mutually agreed with the line manager.
Finally, the accounting and reporting officer is responsible, in coordination with the Program Manager, for ensuring the donor, Terre des Hommes and the local partner that:
- TDH IT interventions respect the dignity and autonomy of the people involved;
- TDH IT interventions are in line with TDH IT standards regarding Child Protection and Safeguarding, Ethics, PSEAH, impartiality, neutrality, humanity, and independence of the humanitarian action operating with no discrimination of religious, political and gender nature, and promoting equity, inclusion and a rights-based approach.

Essential requirements
- Strong commitment to the aims, principles, and values of TDH IT and of humanitarian aid
- Very high sense of discretion and integrity when dealing with sensitive information
- A Diploma/Degree/BA in accounting or similar with 2-4 years’ experience in a similar role
- At least 3 years of professional relevant experience as an Accounting Officer/Reporting officer in NGOs, of which at least 2 within INGOs.
- Excellent organizational skills, precision, rapidity, reliability
- Ability to prioritize multiple tasks, meet deadlines and manage workload and stress
- Sound oral and written communication skills, including the ability to network and negotiate and to work as part of a team
- Fluency in written and spoken Arabic and
- Excellent computer skills (Microsoft Office package), including professional knowledge of at least 1 accounting software
- Previous experience in managing DRA or ECHO funds is an asset
