Action Learning Specialist
The Action Learning Specialist (ALS) will have a leading role in the development of an overall M&E strategy for the organisation and its programmes. On an ongoing basis, the ALS is responsible for the implementation of the strategy, for updating it, and for providing timely and relevant information to programme managers and director and programme stakeholders. This requires close coordination and communication with the programme directors and key programme staff, some donors, primary stakeholder groups, external consultants and field staff when appropriate. An Action Learning focal point – usually a programme manager - will be identified for each programme.
Main tasks and responsibilities
The successful candidate will perform a variety of tasks including, but not limited to:
- Develop an overall framework for M&E for the organisation.
- Facilitate and support the development of M&E frameworks for each Tiri programme.
- Support Programme Directors in guiding and coordinating the review of the programme and project log frames.
- Assist in identifying the core information needs of the programme, funding agencies and the cooperating institutions.
- Assist in identifying the requirements for collecting baseline data, prepare terms-of-reference for and arrange the conduct of a baseline survey, as required.
- Assist in clarifying M&E responsibilities of different project personnel, particularly of the Action Learning Focal Persons.
- Prepare a detailed M&E budget.
- Oversee and support M&E activities included in the annual Work Plan, with particular focus on results and impacts as well as in lesson learning.
- Support the preparation of all project reports. Guide staff and executing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission. This may include quarterly progress reports, annual project report, and inception report.
- Prepare draft TORs for mid-term and final evaluation of Tiri strategic plan. Support programme directors in developing TOR for reviews of their programmes according to the donors’ requirements.
Qualifications/Skills required
- An advanced degree in the social sciences or humanities, preferably with a specialisation related to project management, impact evaluation, or organisational learning.
- At least several years of proven experience with: (a) the logical framework approach and other strategic planning approaches; (b) M&E methods and approaches (including quantitative, qualitative and participatory); (c) planning, design and implementation of M&E systems; (d) training in M&E development and implementation and/or facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders; (e) data and information analysis; (f) report writing.
- Outcomes-based mentality and approach, evidenced by demonstrable general “problem solving” skills.
- Sound planning, budgeting, financial management and reporting skills.
- Experience of working in developing and transition country contexts, in particular with NGOs, is a definite advantage.
- Flexibility and adaptability, especially in interaction with culturally diverse staff and country contexts.
- Good communication and interpersonal skills.
- Ability to travel to at least 5 countries of Tiri operations per annum.
- Ability to work under pressure on various concurrent assignments.
- Excellent written and verbal English-language communication skills (knowledge of other languages is an advantage).
Duty station: Jerusalem (Preferable); London (Possible)

Type of position: 24-32 hours a week
Duration: One year renewable
