Adam Smith International is a leading government advisory consultancy that works throughout the world to help countries reform their economies and government institutions.

We are currently providing technical assistance to the Palestinian National Authority. The two-year project, entitled the ‘Public Sector Development Programme’, is funded by the British Government, and aims to support the institutionalization of the Palestinian Reform and Development Plan 2008-10 and support the institutional development and reform of key Palestinian institutions.


We are now recruiting for the following positions:

1) Economic Policy, Planning and Budgeting Adviser

Located in the Office of the Ministry of Planning, you will be working to support the process of drafting and finalizing a consolidated National Economic Policy Agenda building on the PRDP 2008-10. You will also assist ministries and agencies in preparing their submissions for the 2010-12 budget. You must be familiar with strategic planning and budgeting processes and have direct experience of economic planning policy; knowledge of oversight mechanisms would also be an advantage. Work will include policy coordination and capacity building.

2) National Consultants (2), Monitoring and Evaluation systems

Working alongside international consultants, you will be responsible for supporting the institutional development of Monitoring and Evaluation (M&E) systems and structures in the Ministry of Planning. You

will have proven capacity and experience in the areas of M&E, policy and strategic planning and analysis as well as capacity building experience and relevant qualifications. Work will include capacity development and providing technical advice on the development and application of practical tools and techniques to

support the M&E process within the PNA.

                

3) Senior Technical Adviser (Readvertised Post, previous candidates may reapply)

Located in the Office of the Ministry of Planning, you will be working in support of the International Programme Manager to plan, supervise and report on the project. You will be responsible for providing high level technical inputs, including capacity building of local staff. You will also be responsible for managing all the national consultants working on the project and for developing a strong bridge between the consulting team and PNA staff, mainly Ministry of Planning & Ministry of Finance staff. You will need to have extensive project and human resource management experience, and be comfortable working with counterparts at the highest level of government to enable the delivery of key technical objectives. You will also have experience of public sector administrative and civil service reform. All applicants are to be fluent in English and Arabic and should be determined, confident and flexible individuals. Experience of working within a government environment is desirable, as is prior knowledge of the workings of the Palestinian National Authority. All consultants will have strong skills in facilitation, team building, and networking.
