MdM Switzerland, has been working in the occupied Palestinian territory (oPt) since 1994 in the sector of Mental Health and Psychosocial Support (MHPSS), implementing emergency and development interventions, focusing on victim of occupation-related violence, children and detention, suicide prevention and management, strengthen of access to mental health cares at national and community level, and advocacy initiative.

YOUR MISSION

  • To ensure the administrative and/or accounting and/or financial and/or HR management of a site, respecting MdM procedures, local legislation and donor rules.
  • To provide technical support to operational staff on HR and/or financial management (MdM and partners)

Specific objectives:

  • Maintain expected standards regarding procedures and deadlines
  • Lead the cross-cutting and multi-disciplinary connection within the context of the activities with MdM and
  • partners’ teams
  • As necessary: provide technical supervision and support partners. Compile, control and check elements submitted and ensure compliance with the MdM framework.

Under the direct supervision of the Field Coordinator, the Admin Officer will contribute to the admin and HR management of the Gaza Office

YOUR Responsibilities:

Finances

  • Cash management (inventories, management of foreign currencies, banks, supplies, etc.)
  • Establish payments, manage advances and monitor contract payment deadlines
  • Carry out accounting procedures (recordings, codification, reconciliation, closing, transmission, archiving,
  • etc.)
  • Check invoices (compliance check), file, copies, archive
  • Monitor the site budget (actual and forecast)
  • Support and participate in budget preparation (construction, revision)
  • Contribute to the preparation of donor proposals and reports
  • Provide support during audits

HR

  • Draw up contracts
  • Pay wages, prepare pay slips
  • Post-pay management (social and employer charges)
  • Manage personnel data, physical files and databases
  • Manage and monitor absences (leave, sick leave, etc.)
  • Provide support with managing disciplinary cases (writing letters, legal advice, archiving, etc.)
  • Provide support with recruitment (publishing advertisements, sorting CVs, invitation to interviews,
  • Organise written tests, collate references, etc.)
  • Participation in the implementation of the training plan (follow-up with training organisations, monitor

individual training files, etc.)

General Administration

  • Draw up and monitor purchase and service contracts including insurance contract (medical, insurance, etc.)
  • Draft administrative letters
  • Archive partnership agreements, MoU, etc.
  • Monitor the legal framework (employment law, taxation, etc.)
  • Contribute towards updating HR and financial procedures, proposals for adjusting the internal management framework

Security

  • Apply and respect MDM security rules in the mission.
  • Participation in the daily security meetings and respect of the security rules set up according to the context are mandatory.

Other

  • To maintain good socio-professional relationships with national and international partners.
  • To attend team meetings and to give qualitative input.
  • If necessary, participate in emergency plans with the MDM-CH team.
  • Perform any other additional duty on request of his/her supervisor.

Job Requirements

YOUR PROFIL

Academic and Working Experience:

  • Accounting or Business Administration Bachelor degree
  • 3+ years of experience covering similar positions.
  • Experience with MdM is a plus.
  • Hard-working, willing to learn new things, and having can-do-attitude.
  • Detail-oriented, and well-organized.
  • Honest, enthusiastic, and self-motivated.
  • Pro-active and creative.

  • Driver license is an asset.

CONDITIONS

The position is based in Gaza,

Contract type: fixed term contract

Contract Duration: 8 months renewable, with 3 months’ probation period
