Administrative and Finance Manager
The WHO office for West Bank and Gaza is recruiting a national project team to start the work of establishing the Institute and build up its initial core functions. Organizational Context
Under the supervision of the WHO Head of Office and the Project Manager, the incumbent will be responsible for the specified assigned duties described below in collaboration with the rest of the project team.
The incumbent will be based at the new premises for the PNIPH in Ramallah, West Bank, but will have extensive contact with the WHO office in Jerusalem and with other stakeholders to carry out the functions.
Purpose of the Post
- To develop and manage the administrative policies and procedures of the Institute, including HR and finance
Description of duties
The incumbent will perform the following duties
- Be responsible for the day to day administration of the project, including:
- Financial management , budgeting and accounting
- HR management
- IT
- Procurement
- Organizing activities, meetings and other arrangements
- Other administrative tasks such as transport and travel
- Oversee the development of HR policies and procedures for the Institute
- Oversee the development of financial policies and procedures for the Institute
- Management and supervision of the administrative team
Duration of contract
- Temporary appointment for 12 months with a possibility of extension
Recruitment Profile
Education
Essential:
- University degree in public or business administration, economics, finance, social science, or a related field
Desirable:
- Masters degree in business administration or accounting or relevant field

Experience
Essential:
- At least 7 years of work experience as a senior administrator in the public or private sector
- Substantial experience in HR and financial management
Desirable:
- Practical experience in administering projects
