Job Description
Post title: Administrative and Financial assistant.
Contract type: Full time based contract.
Start date: 1112011.
Duty station: 3 days at An Najah National University and 2 days at The University College for Educational Sciences (UNRWA), Ramallah.
Background:
Najah national university and the University College of Educational Sciences( UNRWA) had received a Grant from the Quality Improvement Fund (QIF) – Ministry of Education and Higher Education– funded by the World Bank for the project entitled: " Upgrading practicum at both ESF & An-Najah National University for the upper basic elementary level (5 -10)" in guidance of the Teacher Education Strategy and the professional standards for the new teacher issued by the Ministry of Education and Higher Education.
For this purpose the project is seeking a highly qualified Administrative and Financial Assistant to be part of the administrative staff responsible for the overall implementation and coordination of the Project activities under the supervision of the Project Coordinator.
Duties and Responsibilities:
Administrative tasks:
1-Establish and maintain systematic system for filing, documentation correspondence, and information system..
2-Draft and revise meetings´ minutes and reports.
3-Maintain an efficient and satisfactory communication between all the project’s stakeholders (QIF, PCU, AUUJ, NNU, UNRWA,.etc).
4-Manage incoming and outgoing calls, e-email and mail communication in both English and Arabic.
5-Maintain all offices records relating to staff availability/movements, working hours, leaves, health leaves.
6-Contribute in developing projects forms, files, documents, etc.
7-Submit detailed monthly, quarterly plans and reports to the project coordinator.
8-Contribute in a pro-active and positive way to the establishment of an efficient but nice and respectful working environment.
9-Perform other duties as determined by the Project Coordinator.
Administrative work will be carried out under the supervision of the PM and the project coordinator.
Financial Tasks
1-Coordinate with An Najah National University in the preparation of activities and financial reports, audit and record financial transactions and ensure that they are submitted according to World Bank regulations in formal and in a timely manner.
2-Auditing & recording financial transactions. Maintain petty cash book, checks and vouchers.
3-Assist Project Coordinator in preparing budget revisions and progress reports.
4-Monitor and follow up project’s procurement plan, follow up, update it and complete all formalities, clearance, custom clearance and delivery to destination.
Financial work will be carried out under the supervision of An Najah financial department with coordination with the project coordinator.
Requirements:
1-Bachelor degree in finance ,Business management or relevant field.
2-Demonstrated experience in administrative and financial arrangements.
3-Has team work spirit and able to cope up with pressure.
4-A minimum of 4 years working experience is needed.
5-A good command of both oral and written English.
6-Computer literacy (Microsoft Office, Internet) is essential.
7-Excellent interpersonal skills
8-Familiarity with World Bank Financial Regulations and Rules is regarded as an asset.
Time Frame:
The duration of the assignment is 14 months, the consultant shall work 8 hours per day 5 days per week.
