CONTEXT AND BACKGROUND

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intends to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of cultural diversity, without any distinction of origin, religion, or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.

MAIN RESPONSIBILITIES  / ROLE IN THE ORGANIZATION

The Administrative/Human Resources Manager is under the supervision of Head of Mission. He/ She is responsible for achieving the administrative and HR department functions and work aspect, He/ she will be responsible for:

Compliance with Laws and Regulations

  • Responsible for all contractual documents of SIF employees in the West Bank Office and implementation of updates of the contractual documents;
  • Prepare staff contracts and assist in the preparation of SIF contracts with leasers, vendors etc... and follow up to ensure the updating of standing agreements;
  • Develop administration, implementation, and follow up Human Resources Management policies and procedures (creation, amendment, and harmonization with Palestine labor laws and regulations);

Compensation and Benefits

  • Supervise the process of collecting payroll variable components (time, advances.) On the basis, transmitting all the necessary data to the payroll department in capital and be sure the payroll will be received;
  • Follow-up and manage the welfare benefits received on the base (illness…);
  • Coordinate/carry out the recruitment efforts according to SIF policies and procedures (reviewing job descriptions, job opening, identifying other recruitment strategies, interviewing and applicant selection process);
  • Work closely with supervisors/staff line managers to ensure that all staff has an annual leave plan;

Staffing and Recruitment

  • Work closely with Head of Mission in coordinating in process of the implementation and maintenance of clear, systematic, consistent, and written Human Resources policies and procedures;
  • Recommend, plan, and implement systems, norms, and procedures, in compliance with existing policies, for the administration of human and material resources, as well as for the monitoring control and evaluation of such processes;
  • Administer staffing levels for SIF – West Bank Office, including planning and coordination of SIF –West Bank staff;
  • Ensure policies and procedure reflect SIF commitments to gender equity and diversity;
  • Ensure the new HR files are open for new hires and all necessary documentations are placed in the files.
  • Arrange for new employee to receive a comprehensive orientation to SIF.

Development Skills and Capacity Building

  • Develop and coordinate training and capacity building plans for SIF’s staff as well as maintain records of external training providers;
  • Arrange for debriefing and psychological support activities for staff;
  • Conduct regular raising awareness sessions for staff about SIF's charter, code of conduct, code on conflict of interest and whistleblowing procedure;

Performance Evaluation/Appraisal

  • Ensure that appraisals (mid-year and annual) are submitted to the HR department in a timely manner and the performance management tools are disseminated to staff on an annual basis;
  • Provide regular analysis and reporting of annual performance appraisal;

Employees Relations

  • Coordinate efforts to resolve misunderstanding and preserving good relations between employees;
  • Assist in ensuring that all issues of complaints receive full consideration and action;

Administrative Management

  • Assist in the planning, organization, operation, and evaluation of the administrative services.
  • Provide administrative support in the implementation of all SIF –West Bank Office collaborative projects through initiation of relevant proposals for all planned activities as per plans of action and periodic monitoring of their implementation;
  • Monitor and under direction from the Head of Mission, maintain the strategic plan for appropriateness, accuracy, and the integrity of activities;
  • Perform any other duties related as may be assigned.

The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization. The employee may be required to carry out other assignments related to his or her qualification. Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty, temporary and exceptional.

The management may thus ask any employee to perform tasks outside this job description and corresponding to your qualification or to be available during campaign periods, outside the working hours and/or days of the employment contract, in compliance with the legislation in force.

Job Requirements

QUALIFICATIONS AND EXPERIENCES

  • A Bachelor degree from an accredited university or its equivalent in Business Administration, Human Resource or related fields and equivalent work experience.
  • Minimum 7 years extensive experience in the HR field and administrative work.
  • Excellent written and spoken English and Arabic, French is a plus.
  • Very good computer skills: MS Office (especially Word and Excel).
  • The ability to build, manage and motivate teams and individuals to achieve set objectives and targets.
  • Experience in and commitment to participatory management and maintaining a supportive, open environment to ensure the transferring of knowledge and development of all staff.
  • Demonstrated ability to work effectively and participate in a highly consultative process for decision-making.
  • Demonstrated ability to generate and express ideas innovatively.
  • Ability to cope with situations of high risk in compliance with security measures.
  • Ability to work under pressure in the social, political, and physical environment of West Bank.
  • Ability to set priorities and meet deadlines.
  • Excellent communication skills and flexibility.
  • Ability to travel frequently and under the particular travel requirements of the assignment.

  • Travels : Locally, within governorates in West Bank  , and ability to travel under the particular travel requirements of the assignment (if required).
