Position Summary:

CNFA is seeking a qualified Admin. & Vetting Officer for the Quality Technologies Revitalizing Agriculture (Q’tra) Activity based in Ramallah, West Bank. This role encompasses both administrative and vetting responsibilities to ensure smooth project operations and compliance with USAID guidelines.

Key responsibilities include managing logistics, administration, recruitment, and HR tasks to support daily office functions. The officer will assist in procurement processes, oversee documentation per CNFA and USAID policies, and ensure compliance with host country regulations. As the Vetting Officer, the individual will handle vetting clearance processes for vendors, suppliers, participants, grants, and procurement activities. They will collaborate with the security team to ensure compliance, acting as the primary contact for vetting matters and verifying documents from partners, stakeholders, and beneficiaries.


Duties and Responsibilities

  • Assist management personnel in coordination of travel logistics (scheduling visits, appointments, events).
  • Monitor the use of vehicles and drivers, handle vehicle administration.
  • Ensure that all personnel records are maintained in a confidential manner.
  • Collect timesheets for approval and filing.
  • Provide support in project hiring, including (but not limited to): preparation of recruitment plans, preparation of job-specific interview guides in collaboration with hiring managers, screening, and short-listing of applicants, planning and facilitation of interviews with office panels, carrying out reference checks and clearance reports, and ensuring compliant filing of recruitment and staff contracts, profiles, and other documentation.
  • Support the project team with correspondence, filing, document editing, and obtaining approval of administrative documents.
  • Maintain project office in clean and orderly condition and manage the flow of visitors to the office location.
  • Any other duties as assigned by the Operations and Finance Director.
  • Conduct all vetting, provide oversight, and ensure compliance with USAID policies and procedures.
  • Oversee and maintain account management, including ensuring adequate and compliant inputter and approver requirements.
  • Prepare all vetting forms by collecting all necessary information and data from the applicable entity to be vetted.
  • Ensure all necessary documents and information, including Partner Information Forms (PIFs), from entities required for vetting are complete, accurate, and submitted to the project on a timely basis.
  • Perform data entry related to the online submission of PIFs.
  • Maintain master files of vetting documentation, as well as a comprehensive tracker of vetting status, eligibility date, validity period, and related information of all entities vetted.
  • Prepare and maintain the vetting tracker daily and share with applicable staff on a weekly basis and as needed.
  • Maintain continual communication with organizations vetted to monitor any changes in key individuals within these organizations. Upon any changes of key individuals, work with project management to ensure immediate notification to USAID and prepare the documentation required for re-vetting the organization and its key individuals.
  • Closely liaise with Procurement, Operations, Technical, and Human Resource teams to ensure vetting requirements are considered in project planning, including trainings and
  • Provide continual guidance to staff on vetting, mandatory provisions, and ATC timelines, requirements, etc.
  • Provide notification on timelines for vetting renewals.
  • Other duties as assigned by the Operations and Finance Director.

Job Requirements
  • Minimum of bachelor’s degree required in Human Resources, Business Administration, Social Sciences or Operations or any other relevant field.
  • A minimum of 5 years of experience in administrative assistance.
  • Experience in USAID or other donor-funded programs preferred.
  • Strong organizational skills and attention to detail.
  • Strong communication and intrapersonal skills.
  • Ability to foster and maintain a team environment.
  • Fluency in English and Arabic is required.
  • Minimum bachelor’s degree in business or relevant field.
  • Minimum of four (4) years’ experience working in an administrative/operations role with an international development organization, preferably with USAID projects.
  • Previous experience and working knowledge of USAID’s Mission Order 21 requirements and procedures.
  • Previous work experience in West Bank or the Middle East desired.
  • Fluency in English and excellent writing and communication skills in English and Arabic.
  • Strong ability to multi-task, attention to detail, including organization, tracking, and reporting skills.
  • High level of interpersonal and diplomatic skills required.
  • Ability to maintain and build strong professional relationships with a wide range of beneficiaries and organizations.
  • Experience using computers and Microsoft Office 265 Suite: MS Word, Excel, PowerPoint, Outlook, Teams, SharePoint, etc
