The Palestinian Authority Capacity Enhancement Project aims to serve the Palestinian
people by working with the Palestinian Authority (PA) to provide more effective, efficient,
and responsive services. The three-year project is funded by USAID and implemented by
Chemonics International Inc., a private international development consulting firm. The
project has an immediate opening for an advisor to be embedded in a Ramallah-based
ministry.
Key Responsibilities:
• Contribute to designing, managing and implementing interventions to support service
improvement and institutional strengthening at the ministry.
• Assess needs, priorities, and capacities of the ministry.
• Assess internal and external impediments that could hinder change and recommend and
develop mitigation measures.
• Contribute to establishing a partnership, fostering genuine communications and buy-in from the ministry.
• Facilitate, coordinate, and oversee work of short-term consultants.
• Prepare work plans and required reporting.
Qualifications:
• An advanced degree.
• At least 8 years of program design and management experience and relevant work on donor funded projects. Previous work experience with USAID preferred.
• Demonstrated ability to assess capacities of public sector institutions and identify necessary interventions.
• Excellent understanding of capacity strengthening, reform and good governance related workand concepts.
• Demonstrated knowledge on work, needs and priorities of public sector institutions.
• Experience in monitoring and evaluation.
• Ability to travel throughout the West Bank as needed.
• Demonstrated excellent written and verbal communication skills in both English and Arabic.
