Job Description
The Local Government Reform and Development Program (LGRDP) is a development program funded by the Government of Belgium aims to support the Ministry of Local Government (MOLG) and the local government reform and development policies. This project supports the on-going polices of the Palestinian National Authority (PNA) to reform the local government system in the West Bank and Gaza which is a core part of the wider overall public sector reform program being undertaken by the MOLG. The overall development objective is to improve local governance and accountability and, thereby, foster the efficient and sustainable economic, social and physical development of the urban and rural areas. Component one of the program focuses in supporting the capacity building of the Ministry including the selected Ministry’s departments and branches.
Within the frame work of implementing the Ministry’s policies, the Minister is willing to enhance the capacity of his office in issues related to public participation, communication, public relations and with media and International relations. For this purpose, LGRDP in coordination with MoLG is seeking to recruit highly qualified persons to fill in the following vacancies:

Advisor in Public Relation, Media and communication
Location and duration: MoLG- Minister’s office, Ramallah, 1 year contract.
Scope of work
The Minister is carrying out frequent visits to local communities and meets LGUs councils, public, NGOs, and officials from different national and international institutions. The selected candidate will organize, advise and follow-up such Minister’s activities in the Minister’s office and with media. The selected person will be part of the Minister office and he will work according to the Minister instructions. He will also be involved in the design and the implementation of a MoLG communication strategy which will include the Minister’s specific public and media relations activities.
Tasks and Main Activities
Candidate selected for this job will carry out the following tasks and responsibilities:
-Designing a specific communication strategy for the Minister with a focus on public relations and media whichwill be consistent with, and articulated to, a Ministry communication strategy (on policies and programs)
-Following-up the Minister’s activities and report to media
-Summarize daily published articles related to the Minister, Ministry, and the LG Sector
-Preparing a program of the Minister participation in public activities and events
-Detecting public opinion and public perception on the Minister and the Ministry
-Developing modern techniques on communication with local communities and public
-Advising the Minister on issues related to his job
-Joining the minister in visits and meetings with local communities
-Coordinates the reception of delegates and visitors to the minister
-Collecting relevant contributions for Preparing the Minister speeches
-Translating published articles and the minister speeches
-Following up any other Minister instructions
Qualifications
The candidate for this job should hold the following qualifications and skills:
-Good communication skills
-Holding MSc in communication, media or related fields with at least 10 years of experience
-Experiences should be in similar jobs or fields
-Fluent in English Language
-Good computer skills
-Ready to work outside the PA working hours
-Ready to be recruited after the contract duration as a PA employee.
