The USAID-funded Palestinian Health Sector Development and Reform Project(the Flagship Project) is a five-year project funded by USAID and implemented by
Chemonics International Inc. to support the Palestinian Ministry of Health and other
key non-governmental health providers in developing a vibrant, sustainable, and
efficient health system to improve the quality of life for the Palestinian people. The
Flagship Project is currently recruiting highly motivated professionals specializing in
the following area:
Advisor to the Chief Financial Officer of the Palestinian Medical Complex
Tasks and Responsibilities :
-Oversee the development of the budget for the PMC.
-Oversee and direct the PMC financial management team to ensure proper accounting practices and standards are maintained, revenue streams are developed, and standard accounting principles and practices are implemented.
-Manage and direct the finance unit and is the chief financial spokesperson for the PMC.
-Assist the Chief Operations Officer (COO) on all strategic and tactical matters related to budget management, cost benefit analysis, forecasting needs and operational financial management.
-Prepare for PMC financial audits and provide the COO with an operating budget.
-Oversee the management and coordination of all fiscal reporting activities for the PMC including: organizational revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and cost center budgets.
-Oversee the purchasing and payroll activity for PMC staff.
-Develop and maintain systems of internal controls to safeguard financial assets of the PMC.
-Ensure adequate cash flow to meet the PMC’s needs.
-Oversee the production of monthly financial reports, oversee the Accounts Payable and Accounts Receivable and oversee the maintenance of the inventory of all fixed assets in accordance with governmental regulations.
-Manage and direct the development and integration of financial policies, procedures for the PMC.
-Serve as an integral member of the PMC administrative team.
-Perform any other tasks as assigned by the Component 2 Director - Clinical and Community-based Health.
