ROLE PURPOSE:

The purpose of the role is to support the Advocacy, Campaigns, Communications and Media (ACCM) Senior Manager and the Country Director in the implementation of the advocacy strategy for the Country Office (CO). The post holder will work closely with the Communications Officer and the Field Communications Officer, and the Program, Development and Quality (PDQ) department, in particular the CAAC specialist and the Protection and Education Advisors.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Advocacy, Campaigns, Communications and Media Director

Role Dimensions: oPt CO is a highly complex country, with interest from across the Save the Children organisation. It has an annual budget of around $10m, and approximately 70 staff members in the office. The post-holder will work with staff in the country office, as well as the regional office and some member offices on the implementation of the country advocacy and campaigns strategy, including engaging in key regional and global moments when strategic. The role will involve support on strategy development, strategy implementation, including engaging with partners and external networks, identifying and coordinating the production of research, writing policy briefs, and engaging and supporting children to campaign and advocate.

KEY AREAS OF ACCOUNTABILITY:

Advocacy Strategy Implementation

  • Support the CO international and national advocacy strategy implementation, ensure coordination and engagement across all departments to deliver on the strategic objectives Including:

    • Maintaining a strategic overview of issues affecting children’s rights in the oPt through review of new research and information with peer organisations operating in oPt. Ensure efforts are integrated into the ACCM annual workplan
    • Monitoring trends on children’s rights in the oPt, from external information sources (such as the education cluster) as well as information/research from Save the Children’s programs.
    • Identifying opportunities to influence policy change that would promote and protect the rights of children in the oPt.
    • Providing regular (at least monthly) updates to the global Humanitarian Advocacy Working Group on the above.
    • Produce briefings (private and public), context analysis, impact studies and reports to ensure visibility and continued monitoring and engagement on the oPt
    • Support the ACCM Manager or PDQ Advisers in conducting or managing research, analysis and documentation that underpin evidence based advocacy and influencing at national and international levels.
  • Based on the advocacy strategy and program priorities, or other identified priority issues for children, develop key advocacy messages and products.
  • Initiate, plan and implement activities, in partnership with other departments within the CO or externally, as required, that allow for the voices of children to be integral to SC’s advocacy and campaigns.
  • Keep a watching brief on policy makers and other key players in relation to children’s rights issues and ensure regular updates are delivered to staff, member organisations and policy makers.
  • Develop good knowledge of local and national government structures (in Palestine and in key Member capitals), parliamentary and political processes and key decision making structures and how to influence them.
  • Support the ACCM Manager and PDQ Advisors to undertake a range of lobbying, communications and other activities to inform and persuade policy makers, including Ministers, donors and politicians, of the value of SC’s policy recommendations.
  • Provide backstop support to the ACCM Manager for external coordination and representation as required.
  • Support the Education Adviser in the implementation of the Education Cluster Advocacy Strategy and work plan as required.
  • With other members of the ACCM team, support the Compliance and Quality Senior Manager in risk assessment activities related to the ACCM function as required.
  • Manage and support child participation for different advocacy and campaigning efforts, including training staff and children in advocacy and campaigns, and facilitating workshops with children when needed.
  • Maintain records of media coverage and collate analytics and metrics when needed in relation to monitoring the impact of advocacy and campaign work, working with the Comms and Media Officer.
  • Act as media spokesperson for the oPt office, when needed, specifically related to advocacy efforts, reports and briefings produced by the CO.

Campaigns

  • Support the implementation of child-collaborative campaigns to support change objectives for children to receive their rights, including working closely with CRG and child safeguarding colleagues to ensure sustained engagement through our programmes and amplifying community level change efforts.
  • Support the development and implementation of international and national influencing campaigns and ensure these are integrated across all areas of work This includes designing and running events, liaising with stakeholders and attending meetings, events and advocacy platforms on behalf of the organisation

Job Requirements

In order to be successful you will bring/have:

QUALIFICATIONS 

University degree in law, social sciences, organizational management, development economics, or other equivalent degrees   

EXPERIENCE AND SKILLS

Essential 

  • Fluency in English and Arabic; Arabic native-language speaker preferred.
  • At least 4+ years’ campaigns and advocacy experience on humanitarian issues, child rights, human rights, or development issues, including lobbying, policy development and information provision in humanitarian and early recovery issues;
  • Experience of and strong skills in developing and implementing advocacy and campaigns strategies;
  • Experience of writing and editing clear, accurate and engaging materials for a range of audiences and platforms;
  • Experience of empowering people affected by an issue to campaign on their own behalf;
  • Excellent skills in identifying key stakeholders, building relationships, advocating towards government officials and other advocacy targets
  • High level analytical and strategic thinking skills
  • Good attention to detail
  • Cultural awareness and ability to build relationships quickly with a wide variety of people
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure.
  • Excellent planning and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong communication (written and spoken), and interpersonal skills, with experience in working in multicultural teams

 Desirable 

  • Understanding of UN and donor operations at country level
  • Good knowledge of child rights and international humanitarian law
