Background:

The Right to Education Programme in the Gaza Strip aims to support recovery efforts in the educational sector in Gaza through reconstructing, rehabilitating and building-better what was destroyed in the latest war against Gaza this past July/August 2014, increasing the capacity for mental health care in Gaza and by restoring the hope of youth for increased prospects of employment through e-work. The proposed programme provides an unprecedented opportunity to respond to the recovery of the education sector in a holistic manner, integrating emergency responses into a sustainable and scalable development intervention. The Right to Education Programme, will allow over 600,000 Palestinian children and youth to regain equitable access to quality education and its completion in an inclusive child-friendly learning environment by 2016.

The Programme is supported by Education Above All’s Al Fakhoora programme. Education Above All (EAA) is a global initiative founded in 2012 by Her Highness Sheikha Moza bint Nasser of Qatar. EAA’s aim is to build a global movement that contributes to human, social and economic development through quality education and other welfare programmes and initiatives. With a particular focus on areas affected by poverty, conflict and disaster, EAA champions the needs of children and youth and empower them to be active members of their communities. By meeting the demand for education, EAA equips them to support sustainable development and to nurture environments of peace, security, justice and prosperity.

UNDP/PAPP is seeking a candidate to fill the position of an Advocacy and Leadership Coordinator (ALC), under the overall guidance of the Right to Education Programme Manager, and direct supervision of the UNDP Communication’s Specialist. As this position is related to Al Fakhoora Right to Education Programme in the occupied Palestinian territory with an expected duration of two years, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.

The Advocacy and Leadership Coordinator (ALC) will support the strategic planning and technical quality of the advocacy and civic leadership component, while promoting the Right to Education Programme in Gaza. The ALC will work closely with the programme team to ensure effective and efficient implementation of programme activities and supervise the implementation of relevant subcomponents with the implementing partners.
Description of Responsibilities:
Summary of key functions:
- Implementation of programme strategies, policies, coordination and technical assistance
- Coordinate and serve as PMU focal point for all activities related to advocacy and civic leadership
- Ensure effective management and supervision of the advocacy and civic leadership team
- Manage the implementation of the virtual majlis’, school beautification, advocacy and social media and documentary productions
- Facilitates knowledge building and knowledge sharing
- Assist in other related tasks as needed
1-Implementation of programme strategies, policies, coordination and technical assistance
- Coordinate and ensure timely execution of the outputs and outcomes of the advocacy and civic leadership components
- Lead planning and progress reporting for all matters related to advocacy and civic leadership
- Follow up on financial expenditure disbursements, budgets and work plans and ensure compliance with agreed budgets
- Support the monitoring and evaluation of all advocacy and civic leadership components
 
2-Coordinate and serve as PMU focal point for all activities related to advocacy and civic leadership
- Ensure efficient updating of data through regular and ad hoc visits and follow up
- Develop quarterly progress reports in close collaboration with the programme team and relevant partners
- Follow up on performance indicators / success stories/documentary, and other milestones
- Coordinate with other partners, including UNICEF, on programme activities
3-Ensure effective management and supervision of the advocacy and civic leadership team
- Provide technical supervision to the advocacy and civic leadership team and involved local implementing partners
- Train and manage Al Fakhoora students and partners who will be implementing the beautification and virtual majlis components

4-Manage the implementation of the virtual majlis’, school beautification, advocacy and social media and documentary productions
- Under the guidance of the UNDP programme manager and the communications specialist, support the application, selection and management of the school beautification team from Al Fakhoora students
- Coordinate and facilitate the implementation of the virtual majlis, including the design of sessions, selection of topics, continuous support, training and follow up with participants. This will also involve the management of Al Fakhoora student teams involved in the virtual majlis
- Provide students with the theoretical and practical skills necessary in the areas of dialogue, mentoring and service learning
- Ensure that the advocacy and social media team present the human face behind the reconstruction components and activities are documented and showcased through different mediums
- Under the guidance of the UNDP communications specialist, support the production of the “award winning” documentary
- Ensure high quality, accuracy and consistency of programme activities
 
5-Ensures facilitation of knowledge building and management focusing on achievement of the following results:
- Identification, documentation and drafting of best practices and lessons learned
- Sound contributions to knowledge networks and communities of practice
- Monitor practices, and project-specific news and developments in order to ensure guidance that reflects the best and most current available information
 
Impact of Results
The key results have an impact on promoting dialogue on the right to education and will encourage civic leadership through student initiatives in the Gaza strip.

Qualifications :
Education:
Advanced university degree in social sciences, Business Administration, Communications, or a relevant field from a recognized academic institution.
Experience:
5 years of progressive professional experience in the field of project management, coordination, communications and public relations.
Experience in the usage of social media, discussion boards, blogs, and Microsoft office tools.
