Job Description

Diakonia/NAD has been working in the field of disability for more than 20 years and has provided financial and technical support to different partner organizations in the West Bank and Gaza Strip in an aim to promote the social inclusion of Palestinian children and adults with disabilities.

Diakonia is a Swedish development organization working to promote civil society and advance human rights issues, democracy at all levels and gender equity. The Norwegian Association of Disabled (NAD) is an organization of disabled people based in Norway and is active through its international department to advance the work of CBR in five countries in Africa and Palestine.

Diakonia/NAD (D/N) is looking forward to develop and broaden its work with the disability rights movement in Gaza Strip and is seeking a consultant who is able to strengthen and support the advocacy work of partner organizations as well as support and enhance the active participation of self-help groups in advocacy work. D/N is looking for:

Position: Advocacy Officer for the Disability Rights Program in Gaza (Consultancy basis)
Responsible to: Disability Rights Program Manager
Placement: Gaza Strip
Period: 6 months (with possibility of extension)
Work Percentage: Part-time (50%)
Deadline for applications: 30 April 2015


Duties & Responsibilities:
The responsibilities of the consultant will focus on the following:
- Plan and develop the advocacy work and strategies with partner organizations in Gaza.
- Conduct regular field visits to the partner projects for monitoring purposes and follow up the implementation of advocacy activities.
- Explore, assess and recommend new partner DPOs in Gaza.
- Coordinate and attend capacity building trainings for the DPOs and self-help groups as requested by the Program/Project manager.
- Facilitate the networking efforts of DPOs in Gaza in order to strengthen their voice towards duty bearers.
- Support self-help groups and district lobbying groups in developing creative advocacy initiatives and follow up the implementation in coordination with CBR project in Gaza and D/N consultant in Gaza.
- Arrange and actively participate in workshops with Gaza partners and/or DPO workshops in West Bank.
- Prepare monthly work plan and monthly reports for the D/N Disability Rights Program in Jerusalem.
- To participate in meetings, conferences, forums and other events when relevant.
- Any other job or related task as determined by the Program Manager.

Qualifications & Requirements
- A university degree in social sciences or any other related field
-1 to 3 years of experience in the field of advocacy with NGOs, DPOs and self-help groups.
- Understanding and commitment to the rights and interests of young people with disability.
- Knowledge of laws and international conventions that impact upon the lives of young people with disabilities.
- Excellent interpersonal, communication skills and an ability to work effectively with people in stress or crisis.
- Ability to work independently, efficiently and under pressure
- Ability to write clear and concise reports in English.
- Communicate clearly both orally and in writing
- Gaza Resident
