Kvinna till Kvinna has an office in Jerusalem since 2001. Our main work is provision of support to national womens rights organisations and their important work. Currently, Kvinna till Kvinna supports some 130 womens organisations worldwide, thereof around 50 in the entire MENA region.
Kvinna till Kvinna is looking to recruit a part time (50%) Advocacy Officer based in Jerusalem.
As our advocacy officer you will:
- Lead Kvinna till Kvinna advocacy work in Jerusalem including developing our national advocacy strategy, contributing to the development of regional advocacy strategy, mapping entry points for advocacy, identifying synergies with other advocacy efforts, and platforms for collaborating with others.
Coach and support Kvinna till Kvinnas partner organisations and coalitions in their strategic advocacy efforts, use of social media and digital security, as well as follow up and monitor partner organisations results in working on advocacy.
- Contribute to our communication, digital campaigns, public / press statements and media-monitoring.
- Assist in organising MENA and cross-regional exchange around rights based advocacy.
- Be part of Kvinna till Kvinnas global advocacy efforts and interact with other relevant regional and international organisations engaged in advocacy in the Mena region.
-Represent Kvinna till Kvinna in the Advocacy Working Group of the Association of International Development Agencies in Palestine and other forums as required.
As Advocacy Advisor you are part of the Jerusalem team which is part of the Kvinna till Kvinnas Field Department, with a regional office in Amman and head office in Stockholm. The assignment requires a number of regional and international trips per year.
Professional qualifications
-Preferably a university degree in communication and public relations studies, journalism, marketing, or other related field or equivalent in professional experience.
-Minimum five years of relevant work experience in the field of communication and advocacy, preferably related to the thematic area of Women, Peace and Security and Human / Womens human rights and Gender Equality.
Proven experience of providing capacity building in the area of communication and advocacy.
-Good knowledge and understanding of womens rights and the application of a rights-based approach in development cooperation and humanitarian work.
-Strong written and oral communication skills in both Arabic and English. Hebrew is an asset.
-Preferably a driving license.

Terms and conditions
Temporary consultant assignment (one-year, part-time) with possibility for extension. Start of assignment: No later than August 2017.

Job Description of the Advocacy Officer , Jerusalem Office
Organisational affiliation:
The Advocacy Officer (AO) is a part of the Jerusalem team which falls under the Field Department of Kvinna till Kvinna with a regional office in Amman, Jordan, and head office in Stockholm, Sweden. The AO will carry out her work in daily collaboration with the staff of Kvinna till Kvinna in Jerusalem and report to the Jerusalem Head of Office. The AO will coordinate with the other national / regional advocacy officers and join global coordination with other advocacy staff. She will work with the MENA region staff and communication department at the Head Office in Stockholm. She will liaise and collaborate with relevant stakeholders such as the AIDA advocacy working group in Palestine and work in close support of partner organisations.
She will be the contact person of the Jerusalem office for the interaction with the Communication Department at the head office in Stockholm and to provide up-to-date information and coverage of relevant news and developments in Palestine-Israel and the region.
The role and responsibilities of the Advocacy Officer:
Lead Kvinna till Kvinnas advocacy work in Jerusalem
Developing Kvinna till Kvinnas national advocacy strategy in collaboration with the Jerusalem staff, the grant manager, the communication department in Stockholm and partner organisations and its linkages to resource mobilisation / fundraising.
Contributing to the development of regional advocacy strategy
Identifying synergies with other advocacy efforts and collaboration with others
Map entry points for advocacy of Kvinna till Kvinna and its partner organisations vis-a-vis institutions such as the EU and the UN including events or processes such as human rights progress reports.
Coach and support Kvinna till Kvinnas partner organisations and coalitions in their strategic advocacy efforts and use of social media
Identify the needs for support and capacity building in communication and advocacy of partner organisations, as well as of their coalitions and networks.
Develop and provide advocacy trainings for partner organisations and coalitions / networks of womens organisations.
-Assist and advice our partner organisations on how to develop advocacy components under their projects and means to implement them such as the use of social media and digital security.
-Assist and advice coalitions / networks on how to develop short and long term strategic advocacy and communication plan and the means to implement them such as the use of social media and digital security
Follow up and monitor partner organisations results in working on advocacy and provide feedback and advice as required
-Contribute to Kvinna till Kvinna communication, digital campaigns, public / press statements and media-monitoring
-Write articles about the work of Kvinna till Kvinna and its partner organisations for the Kvinna till Kvinna website and social media in consultation / partnership with the head of office / programme officer(s) / communication department at the Kvinna till Kvinna
-Contribute to digital campaigns of Kvinna till Kvinna.
-Lead / support the Jerusalem office in preparing statements, press releases and other communication material.
-Monitor the media in relevant areas including the work of partner organisations and provide regular updates. Upon requested, the AO should be able to comment on current and relevant issues in Palestine-Israel.
-Share relevant studies, policy analysis, and other research related to CEDAW and Women, Peace and Security in Palestine-Israel with the Kvinna till Kvinna staff in the Jerusalem office and the Communication Department at the HO.
-Assist in organising MENA and cross-regional exchange around rights based advocacy.
Organise from the Jerusalem end, MENA regional and/or cross-regional exchange, study visits and seminars with partner organisations / coalitions / networks which aim is to exchange experience and strengthen issue-based or project-related advocacy.
Be part of Kvinna till Kvinnas global advocacy efforts and interact with other relevant regional and international organisations engaged in advocacy in the Mena region.
Participate in regular consultation and strategic planning meetings between the communication department in Stockholm with national and regional advocacy officers
Contribute along with other advocacy officers in the region, the advocacy and policy advisors at the communication department in Stockholm and partner organisations in the region on regional advocacy strategy and platforms.
Represent Kvinna till Kvinna in the Advocacy Working Group of the Association of International Development Agencies in Palestine and other forums as required
Participate in working groups, seminars and panels as requested by the Head of Office
Represent Kvinna till Kvinna in external meetings and function as required including donor meetings.
Give statements to media and interviews as requested by the Head of Office in Jerusalem and the Press Officer at the HO.
Professional qualifications (education and work related experience)
Preferably a university degree in communication and public relations studies, journalism, marketing, or other related field or equivalent in
professional experience.
-Minimum five years of relevant work experience in strategic advocacy and communication planning and implementation of campaigns / strategies, preferably related to the thematic area of Women, Peace and Security and Human / Womens Rights and Gender Equality.
-Experience in producing quality communication material in writing.
-Experience in designing and using social media tools and digital platforms.
-Proven experience of providing capacity building in the field of communication and advocacy.
-Experience in event planning and leading workshops.
-Good knowledge and understanding of womens rights and the application of a rights-based approach in development cooperation and humanitarian work.
Good knowledge of national and the regional context.
-Preferably a knowledge of national, regional and international organisations addressing the WPS, womens rights and gender in their (advocacy) work.
-Good knowledge of Microsoft Office Word, Excel, and Outlook.
-Strong written and oral communication skills in both Arabic and English. Hebrew is an asset.

Authority
The AO makes decisions in consultations with the Jerusalem Head of Office within the framework of the approved operational plan and budget.
Reporting
The AO reports to the Jerusalem Head of Office.
