BACKGROUND
QADER for Community Development is a Palestinian independent, non-governmental, not-for-profit, and rights-based organization focused on disability and inclusion in Palestine. Established in 2008, QADER leads a twin-track approach, dedicated to the empowerment and protection of children, women, and youth with disabilities from marginalization, discrimination, and all forms of disability and gender-based violence. QADER is committed to aligning societal, institutional, and policy contexts with the principles of “disability inclusion” and “leave no one behind” in Palestine. Through this alignment, QADER strives to foster its active engagement and meaningful participation across diverse facets of life and to ensure their full entitlements of rights by local laws and international human rights conventions and standards.
QADER seeks to recruit a highly motivated and qualified professional to join the team in the position of "Advocacy Officer".
JOB SUMMARY
The Advocacy Officer plays a key role in leading and coordinating QADER’s advocacy and accountability efforts across all programmatic domains, in full collaboration with relevant staff members. The primary objective of this role is to contribute and work for elevating QADER’s efforts in influencing national policies and legislation to better align with the Convention on the Rights of Persons with Disabilities (CRPD), support evidence-based research and knowledge production, and strengthen the organization’s engagement with international accountability and advocacy mechanisms.

MAIN AREAS OF RESPONSIBILITIES
- Advocacy & Accountability Programming
- Coordinate with program teams on the planning of advocacy and accountability related interventions.
- Contribute to the development of QADER’s advocacy strategy and lead the preparation of advocacy annual plans.
- Collaborate with relevant teams to ensure that advocacy and accountability interventions as integral and cohesive parts of program planning.
- Identify and maintain a mapping of key duty-bearers, influencers, and partners at the local, national, and international levels.
- Policy Advocacy & Legislative Alignment
- Support efforts to monitor and assess national laws, policies, and practices in relation to the CRPD and other relevant international human rights treaties.
- Contribute to the development and implementation of advocacy strategies aimed at influencing policy-makers, government institutions, and relevant stakeholders.
- Coordinate the development of policy briefs, position papers, and advocacy messages to promote legal harmonization with international standards.
- Coordinate and participate/support the participation in policy dialogue meetings, public forums, and strategic advocacy campaigns.
- Engagement with UN Treaty Mechanisms
- Support QADER’s effective participation in UN treaty-based mechanisms, including the efforts to prepare alternative (shadow) reports and contributions to periodic reviews under the CRPD and other human rights instruments.
- Monitor the implementation of recommendations from UN Treaty Committees and support national-level follow-up and accountability efforts.
- Engagement with Non-Treaty Mechanisms & International Frameworks
- Assist in the development of reports and submissions to UN Special Procedures, the Universal Periodic Review (UPR), and other relevant human rights and humanitarian accountability mechanisms.
- Internal Coordination and Advocacy Mainstreaming
- Collaborate with program teams to generate evidence-based advocacy materials, case studies, and testimonies.
- Support the capacity of staff and partners on international human rights mechanisms, policy advocacy, and accountability tools.
QUALIFICATION & CORE COMPETENCIES
- Bachelor’s degree in Law, Human Rights, or other related field combined with relevant experience (Master’s preferred).
- At least 5 years of relevant experience in advocacy, human rights, research, monitoring and documentation violations.
- Proven understanding of local legislative and policy frameworks, international human rights law, and international humanitarian law.
- Demonstrated experience in planning, implementing, and reporting on advocacy or policy-influencing projects.
- Strong writing and analytical skills, especially in preparing reports, position papers, and public communications.
- Excellent interpersonal, negotiation, and networking skills.
- Proficiency in Arabic and English (written and spoken).
- Adaptability and ability to manage multiple priorities.
- Strategic thinking and analytical skills.
- Proficiency in using MS Windows, and MS Office packages (Excel, Word, and PowerPoint)
- Problem-solving skills.
- Ability to work independently and as part of a team.
- Demonstrated leadership skills with ability to lead a team.
