Job Description

The Palestinian Farmers Union (PFU) is a representative body of farmers in the West Bank and Gaza with the aim of defending their rights for protection and representation. To do so, PFU works on policy reform and enabling environment for agriculture sector in Palestine through advocacy and campaigning to ensure agricultural policies and better responsive and reflective for farmers rights and needs.

PFU in partnership with OXFAM is implementing a project entitled “Integrated Market Development Program across the Occupied Palestinian Territory” that is funded by SDC and DANIDA and aims to contribute to a resilient, sustainable, and equitable agricultural growth. The project is implemented by Agriculture Development Association (PARC), Economic & Social Development Center (ESDC), Palestinian Farmers Union (PFU), and UWAC. The SDC-DANIDA project is a four-year large-scale agricultural market development program in the West Bank and Gaza. The program aims to operate at two levels: at the sectoral level to facilitate agricultural market system changes and specific value chains level. Three inter-related outcomes will be targeted: (1) Market-based interventions and facilitation result in improved quality and increased market share. (2) Agriculture sector and its key sub-sectors attract and create more income opportunities and empowerment for women and youth. (3) The internal and external operating environment becomes more conductive for agricultural sector, reducing barriers, and creating opportunities.

In order to implement and achieve the above mentioned advocacy and market regulation activities, PFU is seeking to recruit a highly innovative, knowledgeable, and skillful Advocacy Specialist who will assist the PFU Executive Director in executing project tasks and actions that will lead to successfully achieving project outcomes.

General Position Summary

The Advocacy Specialist will work closely with the PFU Executive Director to assist in the coordination, facilitation, and supervision of project activities. The specialist will provide technical oversight, and management of activities to ensure that the project meets its goals and deliverables on-time, on-scope, and within budget. The specialist will ensure high project quality while ensuring strict adherence to donor rules and regulations. He/she will also have representation duties to donors, relevant government entities, partners, and external stakeholders.

Duties and Responsibilities

Assist in the development of project implementation to ensure achievement of outcomes and results. Specific project duties include:

Organize the logistics of the annual advocacy conference on anti-dumping, anti-trust, and investment in Area C.

Supervise and follow-up with the production and development of case-studies.

follow-up with the production and development of policy briefs.

Coordinate research media and communications products (i.e. press releases, op-eds, share graphics, animation videos, etc.)

Facilitate field visits with journalists

Follow-up with the operationalization/institutionalization of LED processes

Organize the logistics of the district and national level stakeholders consultation meeting

Organize logistics of, supervise, and follow-up on the national advocacy campaigns on dumping and market access

Assist in managing the day to day activities in accordance with the project detailed action plan.

Ensure project is on-time, on-scope, and within budget.
Track project objectives, outcomes, and deadlines.

Ensure the monitoring of all project agreements for compliance with PFU as well as donor policy procedures.
Ensure optimal integration of all project components for maximum impact.

Accountability

Reports Directly to: PFU Executive Director

Job Requirements

Knowledge and Experience/ Minimum Requirements

Bachelor’s degree or equivalent in, management, economics or other relevant field. Strong management and advocacy skills, with good knowledge of international influence strategies.
At least 5 years of advocacy experience in progressively responsible positions.
Ability to work independently in the field and show initiative. Demonstrated attention to detail, ability to follow procedures, meets deadlines and work cooperatively with team members.
Strong interpersonal and communication skills; ability to develop good relationships with a wide range of actors required.
Experience representing the organization and its interests to a diverse range of local stakeholders, private sector actors, governmental bodies, and partners.
Strong understanding of national and international policy and legal frameworks on the agricultural sector, market regulation, and advocacy.
Excellent command of speaking, writing and reading English
Excellent English and Arabic reporting skills
