Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is acting on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) to support the development of the institutional capacity-ties in the Palestinian water sector. In line with the partner’s development priorities, policies and strategies, the GIZ Water Programme Palestine (WPP) aims to improve the institutional, technical and operational capacities of relevant Palestinian water sector institutions.
Within this framework, the WPP supports capacity building for Palestinian Water Service Providers (WSP) and other relevant organisations, including the Palestinian Water Authority (PWA) and the Water Sector Regulatory Council (WSRC).
To implement its 2017 plan of operation, the WPP invites qualified individuals to submit their joint profiles (joint profile for two experts as described below) to perform the work summarized below:
-Review of the water supply agreement signed between water service providers in West Bank and Gaza and recommending a standard format that balances the interests of the two parties.
-Assess existing customer complaints systems/process/practices applied by the water service providers in West Bank and Gaza and recommending next steps.
The consultancy requires a team of two individual consultants as follows:
-Senior institutional development expert, with experience in the Palestinian water sector, public service provision, and customer service. Minimum years of experience 7 years.
-Legal expert, with knowledge of local government, water, and customer protection laws, and experience working with the public sector and customer protection. Minimum years of experience 7 years.
Qualified individuals are invited to send a joint profile for the two required experts , the profile shall be summarized and confined to the following (name, contact info, education, experience and relevant competencies) as MS Word document or PDF to the following email:
