The International Committee of the Red Cross (ICRC) in Gaza is looking for candidates to fill the
following position:

About ICRC:

The ICRC, established in 1863, works worldwide to provide humanitarian help for people affected by conflict and armed violence and to promote the laws that protect victims of war.
Economic Security activities started in Gaza in 2002 in response to the deterioration of the economic
situation and to ensure that the most vulnerable are able to maintain or regain their livelihood's at
the household level. Our focus is on providing income support to families through Cash for Work
projects and assisting farmers to rehabilitate, restore and enhance their agricultural production.
The EcoSec department aims to ensure that households affected by conflict can meet essential needs and maintain or restore sustainable livelihoods. In the Gaza Strip, the focus is on providing income support to families through assisting farmers to rehabilitate, restore and enhance their agricultural production. In addition, the ICRC provides emergency relief assistance for families affected by military operations.

The purpose of this current position is to work within the EcoSec Department to provide vision,
direction and technical competence required to achieve ICRCs Agricultural objectives. Specifically, as the agricultural programme manager you will provide leadership relating to all aspects of the Gaza agricultural sector for the ICRC, as well as contribute to conceptualisation, design, quality assurance and follow up.

Main Tasks:
-The agronomist is responsible for the agricultural program in Gaza. He/She supervises the agricultural Field Officers; assessment of the agricultural situation; design, implementation and monitoring of projects and follows the budgetary and administrative procedures.
-In his/her field, the Agronomist contributes to the analysis of the Economic Security of the population in IL/OT/AT.
-Develops a sound understanding of local agrarian systems and production techniques, including an understanding of land tenure systems.
-Independently assesses and documents the needs of the vulnerable populations, analysing conclusions and formulating recommendations for an ICRC response.
-Undertake an analysis of households’ farming systems in their agro-ecological (rural, periurban, urban), social and economic context, in order to identify factors which affect their
capacity to satisfy their food and economic requirements, such as agricultural productivity, business plans, access to natural resources, know-how, access to markets etc.
-Is in charge of reports for operational activities that include due consideration to vulnerability, resources, planning, baseline, indicators and means of verification.
-In his/her field of competence, contributes towards possible economic studies and interventions and contributes to the drafting of these interventions at the field level;
-In his/her field of competence, supports the EcoSec delegate to carry out economic surveys
and interprets the economic data to identify vulnerable areas at sub-delegation, district, and village level;

Main Skills required for the post:
-A minimum of a Masters degree in agronomy and 4 years work in a agricultural sector in a managerial position
-Fluent in written and spoken English, with the ability to translate documents accurately from Arabic to English.
-Developed analytical skills, independent, self-motivated, with the ability to work in a team.
-Strong interpersonal, & presentation skills; ability to communicate to multiple levels of stakeholders within the Sub Delegation, including delivering executive presentations.
-Proficiency in Excel, Word and statistical software.
-A proven track record of conceptualising and executing your own economic research.
-Good knowledge of geographically assigned environment
-Respect for confidentiality, with diplomacy and negotiation skills
-Understanding of the ICRC mission and the Red Cross/Red Crescent Movement
-Able to travel to West Bank and Gaza
-Function autonomously and independently, within the limits of responsibilities granted.
-Forecast needed funds, staff, equipment and other inputs, and timely monitoring and reporting on the use of these resources as per ICRC procedures.
