II. Organizational Context 
 
BACKGROUND
 
LACS supports the work of the local aid coordination structure in Palestine that was set up after Oslo Accords then restructured at the AHLC meeting in London in 2005 and restructured recently in 2017. The local aid coordination structure in Palestine provides coherent technical assistance and financial support based on the Palestinian national priorities and in line with Aid Effectiveness principles.
 
Guided by LACS Steering Committee, LACS ensures that the various local aid coordination structure and fora work together. LACS facilitates and provides technical support to the aid coordination structure, and related Working Groups (WGs). It promotes transparency and synergy by serving as an information hub. For these purposes, it maintains the web portals for aid structure and LACS issues Daily Updates and a bi-weekly Newsletter.
 
Additionally, LACS responsibilities include, but is not limited to, calling and hosting meetings of the Working Groups, Donor Advisory Group/Heads of Corporation (DAG HoCs) and Open Development Forum upon request of the groups’ chair and deputy chairs; sharing information with all stakeholders as needed; writing and distributing minutes of meetings; assisting the chairs of WGs in production of work plans and reports. 
 
The Head of LACS will manage the work of the LACS office, S/he will report to PMO on all aspects of LACS work, in addition on administrative and financial issues.
 
PMO is seeking a candidate to fill the position of Aid Coordination Officer under the overall guidance and the direct supervision of the Head of LACS. The expected duration is one year renewable subject to satisfactory performance evaluation as well as availability of funding under the project.
 
III. Functions / Key Results Expected
 
Functions: Support LACS to act as the Secretariat for SWGs and other thematic coordination groups: 
  • In consultation with the chair and deputy chair of the SWG, prepare, organize and follow up on SWG meetings, and any other relevant meetings as deemed necessary.  This task includes the preparation of invitations, relevant documentation, necessary follow-up on SWG decisions, and timely dissemination of relevant background documents;
  • Draft minutes of SWG meetings and finalize them securing input from chair, deputy chair and technical advisor of the SWG and other relevant participants;
  • Assist all stakeholders in preparing inputs for meetings, (e.g. presentations, briefings, talking points, etc.) including producing summaries of meetings in English/Arabic if requested;
  • Assist LACS in mainstreaming of crossing cutting issues, including but not limited to, gender, human rights, youth, etc. 
  • Support the work of the other relevant thematic groups as identified and formed by stakeholders
  • Support the SWGs and Thematic groups in identifying and implementing best practices following international Aid effectiveness principles and agreements between the GoP and other stakeholders;
  • Support the SWGs to interact with the other aid coordination forums including the DAG HoCs/HoMs meetings and others, including coordinating key issues of interest, 
  • Establish and manage a depository of documents relating to the work of SWGs/Thematic groups,
  • Periodically review coordination and sector-related documents and update as required;
  • Maintain the relevant sections of the LACS contact database and website; 
  • Support SWGs to report to and pass issues up to higher level groups;
  • Liaise with relevant SWG members, to ensure coherence/clarity of SWG work with the overall aid coordination effort and GoP planning priorities;
  • Work within SWGs to: 
    • Identify and share information on possible areas of common or coordinated intervention, innovative practices, achievements and approaches;
    • Gather information to assess as a sector the priorities, needs and available funding, to identify gaps and funding shortfalls; 
  • Assist in the collection, analysis and sharing of accurate and timely data concerning donor support, including through the PMO Aid Database,
  • Support the including using data to support sector/thematic studies, Sector Plans, Line Ministry Budgets, and Aid Effectiveness reviews.
Expected Results: An active series of coordination meetings covering all sector stakeholders, aligned and harmonized donor support to the National Policy Agenda priorities and sector strategies; support to GoP to enhance national leadership of development assistance coordination; 
 
Function: Contribute to the regular functions of the Donor Advisory Group (DAG) and LACS Steering Committee:
  • Preparation of DAG meetings, invitations/agenda, minutes of meetings/action points, relevant documents and dissemination, 
  • Follow-up LACS Steering committee decisions, and prepare issues for consideration;
  • Support for DAG meetings to engage with issues raised at SWG/Thematic groups e.g. regular reports, or issues needing solving at higher levels
Functions: Share information and data appropriately
  • Provide information transparently to all stakeholders on donor coordination structures and ongoing issues as required;
  • Ensure members of the aid coordination structures and other relevant parties are kept up to date with local development issues through briefings, regular updates, newsletters, papers evaluation and analysis as required; 
  • Respond promptly to requests from members of the local aid coordination structure for information related to aid coordination and development;
  • Contribute to the preparation of LACS mid-year and annual reports to reflect the activities of the SWGs;
  • Assist the Head of LACS in producing regular updates, newsletters, reports, papers, evaluations and analysis as required;
  • Assist in the development of the LACS Web Portal and in any other tasks.
IV. Impact of Results 
LACS impact at the goal level is to promote the local aid coordination structure and to facilitate the implementation of the new Aid Coordination Structure by providing secretariat support and timely information to all LDF members hence strengthening Palestinian ownership of the aid coordination system, maintaining strong donor engagement and supporting the implementation of the National Policy Agenda priorities and its sector strategies in line with aid effectiveness principles.
 
The results at the level of outcomes are:
  1. Aligned and harmonized donors’ support to the Palestinian national priorities and sector strategies.
  2. National ownership of aid coordination by the Planning & Aid Coordination Unit at PMO.Efficient and effective aid coordination structure and meetings that promotes policy dialogue and information sharing 
  3. Enhance the role of the SWG’s chairs and Palestinian governmental institutions. 
  4. LACS provided support to national partners to enhance national leadership of development assistance coordination.

VI. Recruitment Qualifications
 
Education:
Advanced university degree in international affairs, international developments, planning, communication, Economics, Political Sciences or any related field
 
Experience:
At least 5 years of experience in development issues, programme development, international aid coordination or other relevant area.
 
Language Requirements:
Fluent in both English and Arabic, with excellent drafting abilities
