POSITION ANNOUNCEMENT
Position Title: AID Development Assistance Specialist (Rapid Response)
Opening Date: December 1, 2009

The United States Agency for International Development (USAID) is seeking highly qualified candidates for the position of AID Development Assistance Specialist (Rapid Response) within the Democracy and Governance Office (DGO) of the USAID Mission for West Bank & Gaza. Its primary purpose is to assist in the management of the Rapid Response Unit, which focuses primarily on short-term interventions designed to provide humanitarian relief and improved community infrastructure. Serves as Contracting Officer Technical Representative (COTR) for the Civic Engagement Project (CEP), a $60.5 million contract which serves as the Mission’s primary Rapid Response grant mechanism. May also serve as Assistant Officer Technical Representative for one Conflict Management and Mitigation grant. Provides technical approval of work plans, performance monitoring plans, official reports (both programmatic and financial), and other working documents. Conducts regular site visits to track program progress and identify implementation issues. Provides management support to the DGO and other technical offices for unsolicited proposals and ad hoc support requests. The position is based primarily in Tel Aviv with weekly travel to Jerusalem.
QUALIFICATIONS SOUGHT:
-A university degree or local equivalent in political science, international relations, business administration, law, public administration, economics or a related field is required. An advanced degree in these fields is preferred.
-A minimum of five years of progressively responsible experience in humanitarian assistance, development assistance or related work in a non-governmental or private sector organization, United Nations agency or the like is required.
-Experience is required in the collection, analysis and presentation of information. Experience is required in West Bank – Gaza programming. Knowledge of grant and/or contract management is required.
-Knowledge of humanitarian response, community infrastructure and social service provision, is desired.
-Must have sound understanding of local governance and development programming issues in Israel, the West Bank, and Gaza.
-Must have the ability to manage and evaluate important and sensitive programs/projects under tight deadlines.
-Must have strong interpersonal and communications skills and ability to work both independently and within a multicultural team. Must be able to maintain calm demeanor under stressful conditions.
-Level IV (fluency) in English is required and fluency in written and spoken Arabic is also required.
