1-Role and responsibilities
Generic Responsibilities: Responsible for supporting AIDA members and AIDA operations, through facilitation of communication, information sharing, coordination, representation and action among or between various actors to allow for more effective and efficient delivery of humanitarian assistance and recovery and development programming in Palestine. The AIDA Officer will support the communication needs of the Secretariat and Executive Committee, maintain a dynamic website/s to support the functioning of AIDA to achieve its objectives, develop systems to collect data (including survey monkey and other tools), develop data management templates, and carry out related research into issues identified as of importance by the AIDA membership. S/he will develop regular briefing reports for a range of audiences around key identified operational and policy issues and develop or support the development of high-quality communications materials based on information gathered from a wide range of sources.
Specific Responsibilities:
Communications:
-Responsible for developing and keeping updated the key briefings on operational issues in Palestine, and ensuring the maintenance of the induction pack for new Country Directors. Work with Director to ensure all incoming CDs are well informed around local policies and AIDA business.
-Ensure the development and maintenance of the AIDA website/s, with the support of the Admin Assistant.
-Develop or support the creation of materials to promote awareness about AIDA’s function in Palestine, and create an AIDA resource center.
-Increase communication and coordination between INGOs and NGO forums and working groups.
Data collection and Information management:
-Assist the Director, the policy and advocacy coordinator, and the Executive Committee with various functions related to gathering information and conducting research on topics relevant to members and AIDA strategy.
-Develop or lead the development of surveys, survey questions, other information gathering tools to support the operations of AIDA and the realization of its strategic objectives.
-Develop information management systems, for Member profiles and for other information as needed.
-Establishing, coordinating and streamlining structured monitoring and reporting mechanisms.
Representation and coordination functions
-Support the effective functioning of key AIDA coordination meetings, including through supporting agenda setting and minute taking.
-Develop strong links and clear ways of working between AIDA and local NGOs.
Represent AIDA members to the Palestinian Ministry of Interior and Ministry of Foreign Affairs, as needed, supported by the Executive committee and Director as required. Field requests, troubleshoot, and take forward discussions on behalf of AIDA on operational issues like registration, etc.
Critical Interfaces:
The post holder is a member of a small team within the Association of International Development Agencies (AIDA), and will be based in Jerusalem or Ramallah, with frequent travel to the West Bank and the Gaza Strip when necessary. The AIDA Officer will work closely and in collaboration with the Policy and Advocacy Coordinator, the Executive Committee members, AIDA members, local authorities, donors, UN, diplomatic missions, and other stakeholders.

Competencies
Professional competencies:
-University degree in Social Sciences, Administration or any other related field.
-Relevant work experience in Communications, research, data gathering and/or information management.
-Demonstrated capacity to analyze an issue and communicate to external audiences about it.
-Excellent written and spoken English and Arabic.
-Computer literacy in using Microsoft Office (in particular Excel) and email/internet.
Context/specific skills, knowledge, experience:
-Prior experience working with a national or international NGO.
-Background including knowledge of developments and trends in Palestine.
-Experience with web design or maintenance
-Advocacy experience.
-Experience using Microsoft Publisher.
-Written and spoken Hebrew.
-Willingness to travel to the West Bank and Gaza Strip.
