ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-oriented working environment.

ACTED strives to strengthen the economic capacities of cooperatives in rural areas, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks an AME Assistant for its operations in the West Bank. 
 
Responsibilities
Appraisal, Monitoring and Evaluation Systems
    Technical and Systems Development
  1. Contribute to the development and updating of AME frameworks for all ongoing projects; 
  2. Support the AME Manager to implement the AME policies and procedures as described in the ACTED AME standard guidelines and make sure that the tools are followed as applicable;
  3. Contribute to an effective roll-out of M&E collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed. 
    AME Implementation
  1. Coordinate with the AME Manager on how to carry out the assessments (including, but not limited to:  Knowledge, Attitudes and Practices (KAP) surveys, focus group discussions, key informant interviews, baseline and end line surveys, as well as other types of assessments and data collection that is required);
  2. Assist in the development of appropriate data collection and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, key-informant interviews);
  3. Perform data collection activities and ensure that data collection teams are organized and resourced as needed, and that they deliver as per field mission plans and according to data quality standards;
  4. In the absence of a dedicated Data Entry Officer, enter all field data into appropriate databases on an accurate and timely basis;
  5. Cross-check the accuracy of data entry;
  6. Cross-check that project implementation adheres to the technical guidelines for the program, as required by the AME Manager;
  7. Cross-check the accuracy and relevance of beneficiary selection according to contractual criteria.
Learning
  1. Collect lessons learned and best practices from beneficiaries, community leaders, partners, and other stakeholders during assessment/monitoring missions;
  2. Contribute to organizing and facilitating learning events in order to capture best practices and lessons learnt when a project closes or as required; 
Beneficiary Complaints and Response Mechanism 
  1. Contribute to the implementation of the beneficiary Complaints and Response Mechanism (CRM) for the country mission in line with ACTED standard beneficiary CRM procedures;
  2. Record and forward all complaints and suggestions received while in the field to the AME Manager.
Other
  1. Provide regular and timely updates on progress and challenges to supervisors and other team members;
  2. Participate in AME-related meetings, workshops and any other meetings or conferences as required by the AME Manager;
  3. Collect high-resolution and good quality photos of ACTED project activities in the field, featuring donor, partner and ACTED logos, and delivery photos to the AME Manager (in line with ACTED’s Child Protection Policy and Photo Guidelines).
  4. Take part in field monitoring and first-hand data collection in the West Bank (and Gaza if applicable;
  5. Perform any other related activities as assigned by the immediate supervisor.

Job Requirements

Qualifications:

  • Bachelor’s degree in in Economics, Demographics, Sociology, Community development, political science or related field.
  • 1 to 2 years of work experience in a relevant field especially with INGOs/NGOs.
  • Previous experience with humanitarian field, Community development,  economic/agricultural development and/or Participatory Appraisal methodology
  • Previous proven expertise in Monitoring & Evaluation is preferred.
  • Knowledge of AREA C context.
  • Good organizational and communication skills, in particular with rural communities.
  • Good in time management, and ability to work under pressure.
  • Good coordination skills with staff from different departments and good multi-tasking skills.
  • Accurate, reliable, open-minded ,professional attitude and ability to work in a team.

  • Willingness to improve skills and knowledge.
  • Capable in planning and problem solving, critical thinking and analytical skills.
  • Very Good in reading, writing and speaking both Arabic and English.

Conditions:

  • Valid driving license, and comfortable for potential frequent travels in West Bank
  • Excellent IT skills, Microsoft programs especially Excel, prefer to have knowledge in SPSS and in open-source softwares for collecting, managing, and using data (such as ODK or KoBo).
