Position: Appraisal, Monitoring and Evaluation (AME) Officer           
Contract duration: 6 months renewable – 3 months probation
Location:Ramallah / Palestine
Starting Date    : ASAP

ACTED strives to strengthen the economic capacities of cooperatives in rural areas, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank and Gaza.

Position Profile

The AME Officer works under the direct functional supervision and support of the Project Development Manager. Close coordination is maintained with the other AME Officer based in Gaza and the Emergency Program Department in Ramallah. The AME Officer will mainly be responsible to i) develop information collection tools, supervise, and implement appropriate post-response monitoring activities related to the emergency project, in line with ACTED AME guidelines and ii) the production of Response to Demolition data analysis report with key findings. 

Responsibilities

Monitoring

-    Order and manage efficiently large monitoring data sets, including supervising and/or performing data entry
-    Keep track of the emergency project monitoring plan
-    Perform numerous field monitoring missions, and support colleagues during monitoring missions, with transparency, accuracy and timeliness

Evaluation

-    Participate in emergency project ad hoc evaluations
-    Perform data analysis and draft clear and concise short reports, including recommendations
-    Identify AME and program quality improvement opportunities, lessons learned, recommendations and best practice, and ensure their follow-up
-    Develop ToR and supervise a WB multi-sectorial assessment focusing on LRRD
-    Develop ToR and supervise a WASH assessment in the Consortium covered communities

Other

-    Provide the Emergency Program department with relevant weekly/monthly updates or factsheets of monitoring and evaluation data / analysis, in collaboration with the information management officer.
-    When needed, participate to internal or external training activities or workshops on AME tools and processes related to ACTED’s emergency projects
-    When needed, attend meetings / trainings / workshops organized internally or externally (partners, stakeholders, etc.)
-    Create and maintain accurate and up-to-date AME file system
-    The AME Officer should be ready to undertake other tasks related to ACTED’s country office on demand
-    Updating AME tools and producing the AME monthly report and COMPFU, in line with ACTED’s AME guidelines.
-    Support the AME officer in Gaza for assessment management

Qualifications:

-    A university degree in Economics, Demographics, Sociology, Community development,political science or related field.
-    Previous experience with Community development, economic/agricultural development and/or Participatory Rural Appraisal methodology is preferred
-    Previous work experience with INGOs, especially EU funded projects is preferred
-    Previous proven expertise in Monitoring & Evaluation is preferred
-    2 to 3 years of work experience
-    Fluent in Arabic and English, spoken and written
-    Good organizational and communication skills, in particular with rural communities
-    Ability to manage time efficiently and work under pressure
-    Good coordination skills with staff from different departments
-    Professional attitude and ability to work in a team
-    Willingness to improve skills and knowledge
-    Sense of anticipation and problem solving
-    Critical thinking and analytical skills
-    Values humanitarian / development principles

 Additional requirements:
-    Driving license, and comfortable with potential frequent travel in the West Bank and maybe Gaza
-    Excellent IT and Microsoft Office skills, especially Excel
-    Previous knowledge of Open Data Kit is preferred
