Position: Appraisal, Monitoring, and Evaluation (AME) Officer
Location: Ramallah, with frequent travel to Qalqilya and Salfit governorates
Starting date: 1 July 2011
Contract period: 12 months

BACKGROUND
ACTED (Agency for Technical Cooperation and Development) is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory in May 2007, through food security interventions in the West Bank and then in Gaza. ACTED is currently implementing a project funded
by the French Ministry of Foreign and European Affairs – Crisis Centre, which aims at protecting livelihoods in Area C of the West Bank.

GENERAL RESPONSABILITIES
Under the supervision of Programme Development and Country Director, the AME Officer is in charge of facilitating Project Cycle Management (PCM) by producing, centralizing and disseminating information relevant to the project.
The AME Officer will develop and manage the monitoring and evaluation strategy of the project (improving programme quality, monitor performance, and facilitate the dissemination of best practices) and contribute to building ACTED’s overall M&E capacity by enhancing the overall use of clear programme logic, sound data collection and analysis methods.

KEY TASKS
-Facilitate PCM by collecting qualitative and quantitative data at different stages of project implementation
-Design and conduct needs assessments and baseline surveys to establish and track indicators
-Monitor indicators to ensure that the project meets its goals and objectives
-Design and conduct impact assessments
-Data entry
-Facilitate quick and accurate reporting of monitoring results to ensure that ACTED, donors and other organizations can build upon successes and lessons learnt during the project
-Ensure that all documents related to the above-mentioned tasks are complete and available
-Perform other tasks as requested by the Country Director
-Comply fully with ACTED standards and principles

REQUIRED SKILLS
-A university degree in Sociology, Community development, or related field
-Previous experience with Community development, economic/agricultural development and/or Participatory Rural

Appraisal methodology
-Astute critical thinking and analytical skills
-Familiarity with Project Cycle Management and the Logical Framework
-Ability to identify gaps in existing AME systems and procedures, and to suggest improvements
-Good organizational and communication skills, in particular with rural communities
-Good in time management, and ability to work under pressure
-Excellent communication and drafting skills
-Fluent in Arabic and English, spoken and written
-Excellent IT skills
-Driving license, and comfortable with frequent travel in the West Bank
