Position: Appraisal, Monitoring and Evaluation (AME) Officer
Contract duration: 6 months renewable – 3 months probation

Position Profile
The Appraisal, Monitoring & Evaluation (AME) Officer works under the direct functional supervision and support of the AME Manager. Close coordination is maintained with Program Department and the Project Development Department. The AME Officer assists the AME Manager in reviewing and implementing appropriate information collection tools and methodologies for assessments, monitoring activities and evaluations in line with ACTED AME Guidelines.
Responsibilities
Monitoring
-Order and manage efficiently large monitoring data sets, including supervising and/or performing data entry
-Keep track of all projects monitoring plans and project indicators
-Perform monitoring field visits and/or supervise field staff during monitoring field visits, with transparency, accuracy and timeliness
-Coordinate the use of the software Open Data Kit in ACTED’s tablet-based data collection activities
Evaluation
-Perform needs’ assessments and/or supervise field staff during needs’ assessments missions, with transparency, accuracy and timeliness
-Participate in project evaluations, including final evaluations
-For needs’ assessments and evaluations, draft terms of reference detailing the objectives, the methodology, the sample selection, the data collection tools and the work plan
-Perform data analysis and draft clear and concise reports, including evidence-based recommendations
-Identify program quality improvement opportunities, lessons learned, recommendations and best practice, and ensure their follow-up
Other
-Provide the Program department and the Project Development department with relevant weekly / monthly updates or factsheets of monitoring and evaluation data / analysis.
-When needed, participate and/or lead in organizing internal or external training activities or workshops on AME tools and processes related to ACTED’s projects
-When needed, attend meetings / trainings / workshops organized internally or externally (partners, stakeholders, etc.)
-Follow up on ACTED’s complaint response mechanism to increase accountability
-When needed, participate in project development strategic discussions
-Create and maintain accurate and up-to-date AME file system
-When needed, the AME Officer may be asked to participate in activities under the supervision of the Program department, including field assessments
-Undertake other tasks related to ACTED’s country office on demand of the AME Manager
Qualifications:
-A university degree in Economics, Demographics, Sociology, Community development,political science or related field.
-Previous experience with Community development, economic/agricultural development and/or Participatory Rural Appraisal methodology is preferred
-Previous work experience with INGOs, especially EU funded projects is preferred
-Previous proven expertise in Monitoring & Evaluation is preferred
-2 to 3 years of work experience
-Fluent in Arabic and English, spoken and written
-Good organizational and communication skills, in particular with rural communities
-Ability to manage time efficiently and work under pressure
-Good coordination skills with staff from different departments
-Professional attitude and ability to work in a team
-Willingness to improve skills and knowledge
-Sense of anticipation and problem solving
-Critical thinking and analytical skills
-Values humanitarian / development principles
Additional requirements:
-Driving license, and comfortable with potential frequent travel in the West Bank and maybe Gaza
-Excellent IT and Microsoft Office skills, especially Excel
-Previous knowledge of Open Data Kit is preferred
