Job Description
Qatar Red Crescent Society (QRCS) is an International Humanitarian Organization and a member of the Red Cross and Red Crescent Movement. QRCS in cooperation with Palestine Red Crescent Society (PRCS) has initiated its Programs/projects implementation to address emergency and humanitarian needs in Jerusalem, West Bank and Gaza Strip, QRCS invites candidates to apply for the following position:
Title:-Area Infrastructure Engineer
Report to:Construction and Infrastructure Projects Officer
Location:Gaza
Contract duration:One year (possibility to extend)

MAIN PURPOSE OF JOB
The Area Infrastructure Engineer (AIE) is vested with providing technical services and ensuring adherence to sound engineering standards. The AIE will supervise and coordinate projects implementation and provide engineering services within his area of discipline to ensure compliance with QRCS engineering policies and regulations. The AIE will conduct and provide all necessary monitoring and reporting procedures and deliverables.
JOB DESCREPTION
1-To monitor and control all types of infrastructure, water, and sewage works in accordance with QRCS’s policies & procedures and limits of project owner.
2-To review and evaluate technical submittals and shop drawings prior to submission to consultants, contractors and clients according to required project standards.
3-To assist the Construction and Infrastructure Projects Engineer in preparation of contract agreements and to recruit people for his area of discipline.
4-To carry out contract administration duties as directed, including the preparation and/or revision of bills of quantities, cost estimates for quantities and materials, specifications, interim and final payment certificates, etc.
5-To monitor and control expenses related to project work and ensure organizational forecasts and budgets are met for these expenses.
6-To handle procurement activities relating to contracts and sub contracts in accordance with QRCS procedures and procurement activities.
7-To assist in preparing Terms of Reference and ensure transparent selection for consultants, follow consultants’ performance and compliance.
8-To ensure quality control, safety standards and procedures are implemented and followed in accordance with contract requirements and QRCS guidelines.
9-To act as a liaison with contractors and clients managing any work interfaces and enhancements to project scope
10-To perform such other duties as may be assigned.
ESSENTIAL WORK ACTIVITIES
Not limited to the followings; Planning, Deciding, Implementing, Coordination, Supervising, Directing, Controlling, Motivating, Checking, and Developing Relationship.
SAFETY AND QUALITY RESPONSIBILITIES
-Maintain standards of safety and comply with QRCS’s Health, safety & environment management system requirements.
-Take reasonable care of own health and safety and that of others in the workplace.
-Follow and maintain standards of quality in accordance with QRCS Quality Management System (QMS) requirements.
EDUCATION, SKILLS AND EXPERIENCE
-Bachelor of Civil or environmental engineering with minimum 8 year experience in sewage and infrastructure works.
-Planning and analytical skills.
-Project management.
-Procurement & engineering knowledge.
-Team leadership, supervisory, and negotiation Skills.
-Computer Skills, word, excel, access, MS-project, AutoCAD.
-Valid driver’s license.
-Good knowledge of English and Arabic.
-An understanding of and commitment to QRCS’s mission and values
