2 Area Managers (Rafah and North Gaza Areas)
For 3 months with possibility of extension
General Objective:
Under the line management of the Head of Base (HOB) and in close collaboration with the Logistics Coordinator and the Deputy Head of Base for support, the Area Manager will be responsible for the overall implementation and operations of AAH in his/her Area of responsibility. Working closely with all relevant internal departments and liaising with external stakeholders, s/he will support to ensure the safe delivery of humanitarian aid and the safety of AAH staff, partners and supplies, as well as smooth information flow and team dynamics.
Tasks and responsibilities:
Objective 1: Networking and acceptance
- Foster close relations and a network of contacts to enable the collection of information related to access to all areas of AAH implementation in Gaza Strip.
- Identify humanitarian access challenges and provide support to senior management program teams in developing strategies to address them.
- Support the development and implementation of community acceptance strategies, based on contextual analysis.
Objective 2: External Representation
- Support Head of Base in external representation and coordination in his/her area of responsibility, including Area Based Coordination (ABC) meetings.
- Participate as per need in representing AAH towards donors in support to the HoB and/or Country Director /Deputy Country Director.
- Coordinate with the Head of Base, maintain regular communication with relevant stakeholders and external actors implementing activities in the Area of responsibility (local authorities, UN agencies, community leaders, other NGOs, volunteers, contractors and suppliers, etc.).
- Inform AAH Management about the positions of different actors in the field, their response capacities etc. to anticipate joint opportunities or joint response and to avoid duplication
- Maintain regular information flow to partners and stakeholders.
Objective 3: Security management
- Follow the specific safety rules of the Area and Area security plans.
- Represent AAH in security management group, coordinate and cross check security planning and preparedness with other actors active in the field
- Support the Head of Base in the continuous monitoring of the local situation in the Area of responsibility through the collection and analysis of security information.
- Identify a new security threat and adjust measures to mitigate risk, as well as movements and project implementation accordingly.
- Support program teams to prepare project risk analysis and ensure implementation is in compliance.
- Communicate any information related to safety and security to relevant internal departments and suggest adjustments to ensure safe delivery of humanitarian aid.
- Support the Head of Base and Logistics coordinator in the notification and coordination of movements, in coordination with relevant UN agencies and authorities.
- Validate Area movement planning and ensure timely planning/daily security check up on visited location.
Objective 4: Area team supervision and internal coordination
- Ensure the effective implementation of programmes through careful oversight of and adherence to logistics, communications, transport, human resources, and finance policies and procedures. Oversight of the implementation and monitoring of programmes to ensure their timely and effective implementation.
- Ensure all staff in his/her Area of responsibility adhere to AAH Code of Conduct, security protocols and visibility regulations, including interns, volunteers and daily labor.
- Organize delivery of services and relief items, prioritizing needs and targeted areas, ensuring optimum use of available human resources and assets.
Although the Area Manager doesn´t line manage all staff in his/her Area of responsibility, (s)he is in charge of resolving conflict, ensure smooth coordination and positive team dynamics.

- Bachelor’s or master's degree in Sociology, International Development, Political Science, International Relations and/or relevant fields.
- Good understanding of project cycle management, logistics and administration.
- Access and negotiation

- At least three years of gradual experience in the humanitarian field, with a background in team management, humanitarian access and familiarity with logistics and security management and assessment of premises and project implementation sites.
- At least 1 year of previous experience in negotiating humanitarian access and liaising with external stakeholders, including local authorities.
- At least 1 year of experience in staff management, preferably of middle size interdisciplinary teams, including program and support functions.
- Experience in emergency and highly volatile contexts.
- Strong understanding of Gaza emergency context.
- Experience and/or technical knowledge of AAH sectors of intervention (WASH, FSL, NUT, MEAL and Advocacy).
- Experience in ensuring gender and protection components are mainstreamed in humanitarian programming.
- Excellent organizational skills, including time and stress management.
- Ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
- Excellent communication and coordination skills.
- Excellent working knowledge of English and Arabic is required.
- MS Word, Excel, PowerPoint, and email/internet software.
- Ability to work and live in Gaza in hardship conditions and flexibility to move to project implementation sites within the Area of responsibility.
- Candidates from the Rafah and North of Gaza areas are preferred.
