Job Description
Position: National Full-time Assistant Project Manager
Job Area: Technical and Vocational Education and Training (TVET) in Palestine
Belgian–Palestinian Cooperation
The Ministry of Education and Higher Education (MoEHE)-Directorate General of Colleges and
Technical and Vocational Education and Training (D.G. of TVET), with funding from the Belgian
Technical Cooperation (BTC) in Jerusalem are offering the following position:
Full-Time Assistant National Project Manager (APM) Post in the areas of TVET in Palestine. The assistant of project manager will cooperate with the PM, leads the relevant project teams, and work with the project team.
1-Location & Duration
The APM will be based in Ramallah-MEHE with frequent field visits to the Governorates (Hebron, Nablus, Ramallah, and Jerusalem). The selected Candidate will work on an annual contract, monthly- paid salary, renewable for the overall project period ending 31/12/2013.
2-Task description
-Follow up workshops preparations as invitations, locations, and transportations, location set up, printing materials, workshops schedule and any other needed preparation.
-Provide continuous technical support for TPDCs and curricula teams, and Follow-up of accomplishments of curricula teams and deliverables to and from TPDCs in line with the plan
-Provide continuous technical support for CCIs training mangers in implementing TVET-Labour market initiatives ( Result 4), and follow-up the process within the different planned stages based on the developed guidelines.
-Prepare procurement documents based on technical specifications and prepared TORs
-Assist in identifying trainers for training teachers in new technologies.
-Execute first screening of received proposals from schools and provide summary overview of them.
-Monitor TVET market activities through field visits.
-Monitor pilot implementation of modules through field visits.
-Follow up quarterly report received from CCIs and TPDCs, provide any needed help or support.
-Prepare logistics and materials and document meetings with stakeholders.
-Collect lessons learned from executed projects for dissemination purposes and refine call, and prepare for the annual conference to share lessons learned.
-Collect national data and statistics that would feed into monitoring and reporting on the indicators for the project.
-Supervise and organize the logistics for the training.
-Documenting the different reports and Reporting on progress according to plans
-Execute all other duty that are awarded to him/her in relation with project activities
3-Required profile S/he should have:
- Minimum of B.Sc. degree in any of relevant technical engineering programs.
- Minimum of 5 years of experience with relevant National TVET institutions.
-Excellent experience in project management (planning, budgeting, implementation, activities, reporting and evaluation methodology).
-Advanced experience and involvement in National TVET Strategy.
-Proven experience in TVET-Market relations, local market demand, private sector, enterprises, Chambers of commerce, industry, social partner organizations, training methods.
-Proficiency in Arabic and English, spoken, written and reporting skills.
-Excellent presentation, facilitation and computer skills.
4-Expected output and outcomes of the Candidate’s services Effective start-up of the planned cooperation initiative, regular monitoring, reporting to the contracting organization and the concerned national actors, responsibilities for attaining the goals as established in the Logical Framework
and the action plan.
