Job Description
Position Title: Assistant Project Officer – (Part Time)
Location: Bethlehem
Reports to: Project Officer

BACKGROUND:
Catholic Relief Services is an international humanitarian agency of the Catholic community in the United States and has been present in Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth empowerment, education, and peace and justice. JOB SUMMARY:
The Assistant Project Officer (APO) will support the Project Officer to manage the West Bank Livelihoods (WBL) project. WBL is funded by CRS and seeks to increase the resiliency of vulnerable households and communities in the southern West Bank through the expansion of two interventions: the formation of Savings and Internal Lending Community (SILC) groups, and using Soil and Water Conservation methods for Herders.
The APO’s main responsibility will include support for SILC groups. SILC is a tested and proven intervention that CRS has used successfully since 1988 in many parts of the world and most recently in Gaza. Conceived as an alternative to the formal financial sector, SILC groups are community-based, user‐owned, and self‐managed savings and lending mechanisms built on transparency and flexibility.
The APO will support CRS’ implementation and monitoring of SILC activities and provide broad-based project support. The position will involve field monitoring, coordination with partners, reporting and administrative support.
POSITION REQUIREMNETS AND QUALIFICATIONS:

-University degree preferred
-Minimum of three years’ work experience in development programs with preference given to candidates with prior experience in the programmatic areas of livelihoods, microfinance, or gender;
-Demonstrated experience in community mobilization, organization and mediation among local actors;
-Excellent writing and communication skills in both English and Arabic;
-Strong cross-cultural skills and experience working with people from different ethnic and cultural backgrounds;
-Demonstrated capacities to establish and maintain strong, collaborative working relationships with donors, local organizations, communities, and other stakeholders;
-Proven ability to multi-task and meet deadlines;
-Must be able to work independently and represent CRS;
-Proficiency in computer applications (MS Word, Excel).
