Background
In June 2009, the Government of Canada assessed functional space requirements of courthouses in five of the West Bank’s twelve court districts. The assessment found that, with the possible exception of newly constructed courthouses in Nablus, Jericho and Jenin, or the expanded courthouse in Bethlehem, Palestinian courts are located in sub-standard rented facilities. They do not adequately respond to current, let alone future, infrastructure needs. Significant concerns include detention cells that do not meet international norms, and the absence of basic building security.
An Administrative Arrangement (AA) was signed between Government of Canada and UNDP/PAPP covering the Hebron Courthouse Design, Construction and Fixture, Furniture and Equipment (FF&E).
The Hebron Courthouse will house the First Instance, Magistrate court, Public Prosecution Service and the Judicial Police Services in a facility with a gross floor area of approximately 14,100 square meters.
The Project Manager will head a Project Implementation Unit (PIU) which is comprised of several programme and technical personnel including a: Resident Engineer, Electrical Engineer, Mechanical Engineer, Assistant Resident Engineer (Junior Engineer) and a Project Assistant.
UNDP/PAPP- is seeking a candidate to fill the position of Assistant Resident Engineer, under the overall guidance of the Team Leader and the direct supervision of the Resident Engineer, and matrix management of the Project Manager. As this position is related to the Hebron Courthouse Project in the occupied Palestinian territory (oPt) with an expected duration of 24 months, the Service Contract extension will be conditional to satisfactory performance evaluation, as well as availability of funding under the project.
Duties and Responsibilities
Project Running Stage
- Assist in reviewing, verifying tender documents (design review, bill of quantities, technical specifications) for the construction activities and bring to the attention of the Resident Engineer any issues that might affect the technical soundness of the works.
- Assist the Resident Engineer, in reviewing method statements, shop drawings and as built plans/drawings submitted by the contractor.
- Assist the Resident Engineer in the daily supervision tasks of the construction activities to ensure that works is implemented in accordance with the design specifications.
- Assist in measuring the accuracy of the quantities of executed works, materials delivered, check interim payment requests submitted by the contractor.
- Assist and verify the contractor’s material and equipment submittals versus actual specified ones submitted by the contractor for completed works.
- Verify and record daily site reports submitted by the contractors and assist in preparing monthly progress report for the construction activities.
- Assist the Resident Engineer in the inspection and approval of request for inspection and pouring requests, etc.
- Upon request, liaise and coordinate with the Hebron Municipality technical personnel and local utility authorities for smooth and timely implementation of the project activities.
- Assist in ensuring proper filing on site of all correspondence, minutes of meetings, equipment and material submissions, site instructions, measured quantities of works, information and drawings issued, daily reports, progress reports, etc.
- Assist the Resident Engineer in the supervision and strict implementation of the UNDP and Contractor’s agreed Health Safety Plans, Construction Environmental Management Plans and the Quality Control Plans.
Project Closing Stage
- Participate in the committee for final inspection and handover of the construction works and prepare snag lists for final checking prior to project hand-over.
- Assist in the performance testing and commissioning of equipment
- Assist the Resident Engineer in checking as built drawings for completed works, and in the review of preservation, maintenance and operation plans prepare by the contractor.
-Perform any other tasks as requested by the Resident Engineer or by the Project Manager.
-Perform the duties of the Resident Engineer when the latter is away on leave or on official mission.

Technical Competencies:
- Experience in Civil Engineering building construction; good understanding of engineering technical specifications.

- Good Command of MS Office applications (Words, Excel, MS Project, etc.) and other engineering software tools (i.e. AutoCAD or similar).
Required Skills and Experience
Accredited licensed Engineer by the Palestinian Engineers Association
Knowledge and familiarity with UNDP procedures is an asset.
Very good knowledge in English language and fluency in Arabic language.
