Introduction
The Ministry of Education (MOE) has received two grants from the World Bank towards the cost of the “Improving Early Childhood Development in West Bank and Gaza” project (hereinafter referred to as “ECD project”), and the “Supporting an Education Reform Agenda for Improved Teaching, Assessment and Career Pathways” (hereinafter referred to as “SERATAC”). 
The Ministry of Education is seeking to recruit an Assistant Technical Coordinator for Early Years to follow up on the implementation of Component 1 of SERATAC, and Subcomponents 2.1 and 2.2 of the ECD project. 
An invitation is hereby will be issued to local individual consultants with the necessary qualifications and experience to apply for this consultancy position.
 
Position: Assistant Technical Coordinator for Early Years 
 
Objective of the Consultancy
The Assistant Technical Coordinator for Early Years will:
  1. SERATAC program: Coordinate, review, and assist the MOE in implementing Component 1   to reach the intended outcomes of (i) developing an Arabic literacy strategy; (ii) improving grades 1–4 Arabic language arts instruction (reading, writing, speaking and listening); (iii) further develop preservice teacher education; and (iv) promoting positive school and classroom climates conducive to students learning and wellbeing.
  2. ECD project: Coordinate, review and assist the MOE in implementing subcomponent 2.1 and 2.2 to reach the intended outcomes of (i) increase access to KG2 by financing the expansion of public and private provision through the refurbishment and extensions of public KG2 classrooms, and the design and piloting of a public-private partnership (PPP) model, (ii) enhancing the quality of services in kindergartens through the roll-out of the in-service KG teacher professional diploma, development, production and distribution of a KG teacher toolkit, and the strengthening  of the KG quality assurance system.
Main Tasks and Responsibilities:
  1. Work collaboratively and proactively with the Teachnical Coordinator for Early Years, the Task Management Team for SERATAC-Component 1 and ECD-Component 2 and the PCU to plan, coordinate, monitor, troubleshoot and implement activities.
  2. Liaise and coordinate regularly with MOE’s various directorates, departments, district offices, schools, principals, supervisors, and other key stakeholders regarding SERATAC-Component 1 and ECD-Component 2.
  3. Coordinate regularly with and provide ongoing updates to the World Bank’s Technical Leads, in collaboration with the Technical Coordinator for Early Years.
  4. Support the organization of knowledge sharing and dissemination events and manage associated logistics, as requested.
  5. Participate in field visits to monitor and evaluate the progress of component activities.
  6. Be aware of other initiatives and projects targeting similar areas under SERATAC-Component 1 and ECD-Component 2; ensure complementarity is maintained and duplicated efforts are avoided.
  7. Write high-quality meeting minutes, and compile and maintain a suitable archiving system for project reports, minutes of meetings and technical deliverables.
  8. Conduct any  other  tasks  assigned  by the Assistant Deputy for Student Affairs, the Project Coordination Unit (PCU) Director, and the Technical Coordinator for Early Years to  achieve  the  project objectives.

Job Requirements
Minimum Required Qualifications 
  • Masters, Postgraduate Diploma, and/or BA Degree in education or related fields;
  • At least 5 years experience in project management. Experience in school teaching, curriculum development, or early grade literacy learning instruction would be desirable;
  • International knowledge of early  grades education policy and practices would be desirable;
  • Strong computer skills, particularly with email, spreadsheets, and word processing;
  • Good oral and written communication, presentation skills, planning, and analysis skills;
  • Strong organization and management skills;
  • Report writing skills in Arabic and English;
  • Able to work independently and in a team;
 
Time Frame:
The contract will be for 4 months until December 31st, 2022, renewable upon assessment of performance. The consultant shall follow the regular working days/hours of the Ministry of Education (i.e work 5 days a week, 7 hours a day (from 08:00 to 03:00).
 
Place of Work
The consultant will be based at the Ministry of Education/ MOE headquarter, in Ramallah with regular travel to all involved education districts offices, universities , schools, and other stakeholders under both SERATAC and ECD projects and as needed.
