Responsibilities
Under the direct supervision of the Chief Civilian Personnel Officer (CCPO), acts as the focal point for administrative protocol issues with the Ministry of Foreign Affairs, the Israeli Defence Force and the various Consulates within the region covered by UNTSO, e.g. visa and official status issues, VIP reception, customs, vehicle registration, and border crossings.The incumbent will be required to perform the following functions:
-Acts as the focal point for administrative protocol issues with the Ministry of Foreign Affairs (MOFA) and other Israeli authorities, and the various Consulates in the region covered by UNTSO, resolving issues related to the provision of transit and resident visas for international and national staff, as well as for visitors and trainees;
-In order to provide a single point of contact at a sufficiently senior level with MOFA and other relevant Israeli authorities, liaises on a variety of other administrative issues not strictly related to visas and yellow cards, in particular those of a sensitive or non-routine nature, and in coordination with Transport and General Services:
-VIP reception at the Ben Gurion Airport in Tel Aviv in Tel Aviv (requiring liaison with the airport authorites to gain security access);
-Private vehicle registration
-Border crossings for national staff in the West Bank
-Customs issues such as the importing of personal goods
-Carries out special Human Resources projects in response to the changing environment under the Global Field Support Strategy (GFSS), or as delegated by the CCPO, e.g. ongoing analysis of the implementation of UMOJA and the creation of a Regional Support Centre for HR at UNTSO, while acting as the HR Section's representative on the UN inter-organizational committee.
-Performs other duties as requested.

Education
Advanced university degree (Master's or equivalent) in political science, international relations, public administrationm, international law or related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of two years of progressively responsible experience in a protocol setting, and working relationships with the host government in areas of diplomacy. Additional experience in administration or human resources in an international organization in the Middle East may be an advantage.
Languages
Fluency in spoken and written English is required. Strong knowledge of local languages, spoken and written, is an asset.
Other Skills
The incumbent is expected to have a good understanding of the workings of the host government, in particular a thorough knowledge of protocol related processing requirements. Valid national driving license is required; Knowledge of computer software, data processing procedures and reporting is essential.
