The UNOPS Jerusalem office opened in 2006 and now has sub-offices in East Jerusalem, Ramallah and Jericho. The portfolio includes infrastructure, procurement, human resources, capacity building, access coordination and security projects for partners and beneficiaries throughout the occupied Palestinian territory.
Background Information - Job-specific

The Police Support Programme is a Palestinian Police-led initiative supported by the EU Police Co-coordinating Office for Palestinian Police Support (EUPOL COPPS), the PA Ministry of Interior and is implemented by the United Nations Office of Project Services (UNOPS). Its central decision making and project approval mechanism is the Programme Steering Committee (PSC) chaired by the Ministry of Interior and attended by the PCP Police Commissioner, the Ministry of Finance and a Donor Representative.
 
The initiatives agreed in the PSC are implemented by UNOPS with supervision from the PCP department heads. UNOPS has established a Project Management Office to manage the day to day delivery of projects.
 
The Palestinian Civil Police (PCP) lacks a central information system to supports their operational processes and needs. The IT Infrastructure project currently being implemented by UNOPS on behalf of Canada, which provides, essential hardware foundations to the PCP is now approaching completion. An information system for the PCP is a logical and essential addition to the IT Infrastructure. The two projects combined will then in turn improve the capacity and quality of the PCP operations.
 
The Asterisk Integration Engineer will report directly to the UNOPS IT Project Manager and will be responsible for integrating the PCP IT Information System with the organizational Asterisk IP Telephony system. He/She will be stationed at the PCP ICT department headquarters and UNOPS Ramallah duty station.
Functional Responsibilities

The Asterisk Integration Engineer will be involved from the analysis stage, through to production and troubleshooting of the Asterisk integration with the PCP Information System. This position requires a deep understanding of networks, operating systems, multi-tiered Internet services, and the ability to learn new applications and concepts quickly. Strong scripting skills are essential.
 
The position will involve;
 
-Integrating the existing Asterisk IP Telephony system with Information System currently being developed
-Minimum integration required includes but is not limited to;
-Click to call functionality from the application
-Auto-population of fields from incoming calls. I.e. caller ID
- System will collect information from several external sources such as Wataniyah, Paltel, Government Ministries and internal system records and prepopulate fields in the application. All based in incoming call data
-Automatically attach a file containing a recording of the call to the Information System
-Telephony queuing integration functionality       

-Document complete terms of reference and plan for proposed solution after analysis phase

Education/Experience/Language requirements

Education:
Advanced university degree (Master's degree or equivalent) in relevant discipline, preferably in Computer Science or Electrical Engineering, or Business Administration. Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree. 

Experience:

Minimum 5 years of progressively responsible professional hands-on systems experience including to the following:
 

Minimum of 3 years knowledge and experience in Asterisk PBX (Open Source Telephony) including:
-Asterisk Dial plans programming
-AGI (Asterisk Gateway Interface) programming
-AMI (Asterisk Manager Interface) programming
Knowledge and experience in Java and Groovy

Minimum of 5 years’ knowledge and experience in Grails (web application platform) including:
-Tag Libraries
-Plugins
-Services
-Integration with Java services

Minimum of 5 years’ experience related to development in software projects.
Minimum of 5 years’ experience in web application development (both front and back-end)
Strong experience with Java script, HTML/XHTML, DOM, CSS, XML, XSL/XSLT,JSON and Ajax
Solid understanding of version control strategies

Language:
Fluent in English and Arabic orally and written.
