OBJECTIVE OF THE POSITION:
 Currently, with two logistics hubs in Rafah, HI/AL proposes mutualized storage (including cold chain and temperature controlled in certain locations) to other humanitarian actors.
Reporting directly to the Atlas Logistique Operations Manager, the Logistics Platform Project Manager – Storage component supports the Atlas logistics platform teams on the operational planning, implementation and monitoring of HI/AL’s operational strategy. To do so, s/he supports his/her team to ensure optimal quality, effectiveness and impact of the project implemented and to contribute to the sound management and effective functioning of the organization in the Gaza context.
 
S/he is in charge of:
  • Overseeing the overall implementation of the storage component of the logistics platform project, and in particular the operationalization of storage services to other humanitarian stakeholders and smooth running of storage facilities;
  • Ensuring the implementation of the project activities complies with HI / AL quality standards and policies, as well as funding agencies’ requirements, suggesting and implementing technical and operational adjustments accordingly;
  • Ensuring continuous project monitoring (including progress against indicators/objectives of the project, key performance indicators, budget monitoring, etc.), supports the conduct of project outcomes/impact evaluation and lessons learning exercises, and ensure processes to ensure accountability towards stakeholders of the project (user organizations, funding agencies, etc.) are in place and respected;
  • Ensuring the management of the project team and the development of their skills;
  • Taking part in the coordination between humanitarian logistics actors, build and maintain strong links with the operational partners;
  • Exploring operational development opportunities and support the opening of new advanced logistics hub following the evolution of the context.
 Missions and responsibilities:
 
Mission 1. Management:
  • Line-manages the project’s team members (sets individual objectives, assesses individual performance, contributes towards the professional & career development of his/her team members, monitors competences);
  • Organizes and leads regular team meetings;
  • Manages the recruitment and selection of new team members/open position ;
  • Ensures strict application and respect of the program’s Internal Regulations by the project team.
 Mission 2. Expertise: Logistics services to humanitarian operators
    • Ensures that the project is implemented in compliance with technical and operational frameworks as well as local/international regulations regarding provision of storage services to other humanitarian stakeholders and smooth running of storage facilities:
  • Ensures that the activities implemented comply with HI/AL and external applicable technical norms and standards;
  • Leads performance improvement and optimization strategies of the management of storage services and associated information systems in order to fulfill the satisfaction of the partner user organizations while complying with funding agencies' commitments and HI/AL standards;
  • Supports the operational implementation of the solutions identified through adapting /improveing tools and processes, and ensures their effectiveness in close coordination with his/her superiors and relevant other departments of HI/AL;
  • Ensures project’s staff benefit from technical training upon needs, and that technical briefings/capacity-building of partner organization staffs upon needs in order to smoothen interactions with HI/AL and ensure optimal provision of services;
  • Ensures the quality and relevance of project activities implemented, in particular the quality of services provided to partner organizations;
  • Ensures technical learning from projects by drawing on lessons learned and good practices;
  • Makes sure global and field technical specialists/resources get the information they require and collaborates with other technical departments when necessary;
  • Adjusts the project activities’ implementation to technical monitoring or audit recommendations, if applicable.
    • Fosters and maintains smooth relationships with partner organizations and other relevant stakeholders involved in the project.
Mission 3. Implementation and Monitoring:
    • Ensures project implementation, in collaboration with the relevant departments and in line with general standards and procedures:
  • Ensures the planning of activities and establishes action plans;
  • Ensures that activities are implemented in line with the project reference documents and the allocated budget;
  • Manages expenditures and ensures a follow up of budget lines for his/her activities;
  • Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives;
  • Follows procedures to develop new partnerships with user organizations ;
  • Ensures the effective implementation and follow up of institutional policies (PSEAH, mandatory cross-cutting approaches, etc.) on his/her project;
  • Coordinates and collaborates with relevant internal services, especially logistics, HR, finance and technical departments;
    • Ensures project data management:
  • Ensures that the appropriate data collection and management tools are in place on the project, in line with applicable standards;
  • Ensures that data related to the project is collected and compiled in the project database;
  • Carries out regular verifications and makes any necessary corrections in the activity database.
    • Ensures project reporting:
  • Monitors the achievement of results and indicators, as per the logical framework;
  • Is in charge of producing the appropriate reporting tools ;
  • Reports regularly to the line manager;
  • Contributes to writing reports for the funding agencies when relevant;
  • Guarantees the proper archiving of information and documentation regarding the project.
    • Contribute to ensuring project evaluation and capitalization:
  • Supports (planning, oversight) the conduct of project’s process, outcomes and/or impact evaluation exercises;
  • Steers the production of learning from experience material through the organization of lessons learning exercises.
Mission 4. Influence & Communication:
    • Represents HI/AL in relevant coordination bodies, contributes to HI’s external influence by participating in relevant networks;
    • Communicates on evolutions of the project to partners and external stakeholders as much as relevant.
Mission 5. Strategy & business development:
    • Provides inputs to contributes to the design of the program’s overall operational strategy (StratOp).
    • Contributes to the design of project proposals for the continuity or expansion of the project, or for the development of new projects upon request.

Job Requirements
  • Bachelors’ degree transport-logistics, production management, purchasing, supply chain, a master’s degree is preferrable.
  • Or Bachelor’s degree from engineering school, business school, university master's degree, specializing in logistics, supply chain
  • Degree in project cycle management would be an asset
  • Equivalent combination of relevant education and experience may be substituted as appropriate at least two to three years of experience in a logistics-related, supply chain management, warehouse supervision or inventory management position.
  • Experience in logistics programming.
  • Knowledge of the logistics chain
  • Knowledge of documentary and information flows of stock management
  • Managerial skills
  • Budget management skills
  • Ability to communicate in English;
  • Good command of office software, particularly Excel
  • Project cycle management skills would be a strong asset
  • Knowledge of regulations applicable to the storage of certain specific products (food, chemicals, etc.)
  • Good command of WMS (warehouse management system) tools
  • Analysis and problem-solving skills;
  • Ability to work under pressure,
  • Practical, dynamic and solution oriented;
  • High level of motivation and proactivity
