Atlas Transport Officer

OBJECTIVE OF THE POSITION:
Reporting to the Project Manager, the Transport Officer will be responsible for transport activities throughout the Gaza Strip, and for managing a team of conveyors. He/she will be responsible for ensuring smooth communication with partners (NGOs, transporters) in order to guarantee compliance with safety regulations and the quality of operations.
Responsibilities
Responsibility 1: Updating and developing Atlas Logistique’s transport suppliers database
- Ensures good communication with transport suppliers;
- Ensures that Atlas Logistique transport procedures are understood and followed by the transporters;
- Supports line management in receiving the continuous call for offers, updating and expanding transporters list (routes, fleet capacity, prices);
- In direct contact with haulers, finds, negotiates and checks the vehicles best suited to transporting the goods entrusted to Atlas Logistique;
Responsibility 2: Organising admin procedures for transport operations
- In support of the line manager, analyses and validates transport requests from partners;
- Draws up convoy work schedules based on fleet capacity and distribution requirements;
- Analyze and organize the distribution of goods to transport (weight, volumes, destinations);
- Supervises the quality and quantity of goods prior to transport and/or storage (volume, weight, packaging quality, etc.);
- Advises and raises awareness among partners on the proper use of Atlas documents;
- With the support of the Atlas storage team, advises partners on packaging, wrapping and any securing of goods;
- Proposes a loading plan to optimize vehicles loading;
- Keeps the loading schedule up to date;
- With the support of the line Manager provides guidance and trainings for carriers, drivers and conveyors;
- Provides follow-up and weekly reports to line management;
Responsibility 3: Supervising truck loading procedures
- Coordinates with focal points (carrier and partner) during loading/unloading operations;
- Supports the carrier in allocating trucks according to cargo requirements;
- Ensures the conformity of transport/storage documents, transport request, storage request, stock sheet, packing list, manifest, transport file before loading, etc;
- Helps to convey a professional and friendly image to partners and carriers;
Responsibility 4: During truck movement
- Continuously monitors the progress of loading operations with focal points and conveyors;
- Monitors the progress of convoys/transports on with the drivers/conveyors;
- Anticipates carrier delivery times and coordinates with partners to ensure that unloading runs smoothly for both carrier and partner;
- Supports security officer in assuring security for the transport operation from loading to final delivery;
Responsibility 5: After truck movement
- Systematically debriefs transporters and conveyors on their return from operations;
- Checks the conformity of transport documents, transport request, packing list, manifest, on their return, before archiving them and informing the Line manager;
- Follows up and validates convoy reports;
- Collects safety information from couriers and carriers and reports it to the line manager and security officer;
- Participates in the rating of suppliers and trucks;
- Supports the line manager in collecting and integrating operational information into the "Operational Monitoring" database;
- Collect and integrate supplier information into the "Contract Monitoring" database;
- Archives and keeps purchase files, transport files and supplier files in order;
- Proposes changes to tools and formats, and plays an active role in the continuous improvement and efficiency drive of the platform project.

Education:
- Essential: Master degree in logistics or any related field. Desirable: Diploma/Training in logistics and transport are preferred.
Experience:
- Essential: Two years' professional experience in transport field.
- Essential: at least 2 years’ experience with I-NGOs.
- Desirable: At least two to three years of experience in logistics-related, supply chain management, warehouse management.
- Desirable: Good knoweldge of transport sector and its service providers would be a plus.
Language:
- Essential: very good English and Arabic languages.

- Mastering transport management (planification, organisation, regulations rules, …)
