“Access to essential services for children and adults with disabilities in highly marginalized areas of Palestine” funded by OFID
BACKGROUND AND CONTEXT
Handicap International (HI) is an independent and impartial aid organization, currently active in 60 countries, working in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities (PwDs) and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI has been present in the Middle East since 1987 and currently operates in Egypt, Iraq, Lebanon, Jordan and Palestine, with a regional office based in Amman, Jordan, and field offices in each country. In Palestine, HI has been active since 1996 and works in both Gaza and West Bank, through several projects.
Through the projects"Improved Access to Essential Services for Persons with Disabilities in Highly Marginalised Areas of occupied Palestinian territory” and “Access to essential services for children and adults with disabilities in highly marginalized areas of Palestine” HI is aiming to improve the access of highly vulnerable persons with disabilities to essential services in the oPt. The project has two main components, which focus on access to basic educational services for children with disabilities (CwDs) in two zones of the Gaza Strip (Gaza City and Rafah City).
The project focuses specifically on two targeted special schools “Palestine Avenir for Childhood Foundation- PACF” in Gaza and “Society of Physically Handicapped People- SPHP” in Rafah.
The second component of the project targets non-specialised stakeholders in the Gaza Strip to ensure that they promote a greater access to education and other basic services for CwDs that respond to their needs and rights. Through this component HI conducted the barriers needs assessment on children with disabilities’ access to education, and delivered technical support and trainings for mainstream schools on disability rights and inclusive education, in addition to mainstreaming activities aiming to include the needs and rights of CwDs in stakeholders’ emergency and non-emergency related actions. The barrier needs assessment came up with some significant results and recommendations to highlight the main barriers and potential opportunities for children with disabilities to access education in Gaza and Rafah cities. The greatest barriers for inclusion are caused by society. Negative attitudes towards individual differences result in discrimination and can lead to serious barriers in children accessing learning and education. This can take the form of social discrimination, lack of awareness, misconceptions about children abilities and needs preventing access to services and poorly supportive attitudes undermining children self-esteem . The barrier needs assessment indicated that teachers and head teachers from mainstream and special schools, DPOs and Community Members, caregivers and children without disabilities agreed to different extents that CwDs are facing negative attitudes such as discrimination, nicknaming, and violence, which are considered as barriers by most as they consecutively prevent parents of CwDs from sending their children to school. 60% of respondents from DPOs agreed that CwDs do not go to school because of negative attitudes or behaviours towards them.
-79.2% of children without disabilities believe that the negative attitudes towards CwDs are the reason that limits their ability to participate in different aspects, education and social events.
-75% of respondents from head of teachers believe that CwDs are subject to stigma including violence and this is something that needs to be addressed as soon as possible.
Considering above outcomes HI decided to launch awareness raising campaign and within this context is looking for a service provider who is able to offer a creative, exciting and competitive proposal.
DESCRIPTION OF THE REQUIRED SERVICE PROVISION
The proposed campaign is intended to raise the awareness level towards persons with disabilities right to access education through awareness-raising actions on disability rights and inclusive education, targeting different community members in the targeted areas of Gaza and Rafah cities.
One of the main supportive references for this campaign is the Barrier Needs Assessment Report, which was carried out by Inclusive Education project team in Gaza in August 2015. A special focus in this report was placed on highlighting the main barriers and potential opportunities for children with disabilities to access education in Gaza and Rafah cities.
The awareness raising actions aim to promote better understanding of disability and to change perceptions about children’s abilities among the population of the two targeted areas Gaza and Rafah cities with a strong emphasis puts on children with disabilities right to education. It is anticipated that these actions will provide an initial step towards reducing isolation and marginalisation of children with disabilities in their communities.
Targeted beneficiaries of the awareness campaign:
-200,000 individuals are expected to be exposed to information disseminated through awareness raising actions in the target areas (Gaza & Rafah cities). The campaign will target the general population with specific attention paid to parents of children with disabilities and without disabilities, teachers and other education stakeholders and children without disabilities.
Objectives of the Consultancy
-Accessible community awareness raising materials for promoting children with disabilities rights to access education are developed
-A media campaign in the targeted areas has been implemented to increase local community awareness on children with disabilities access to education
Expected outcomes of the consultancy
-A comprehensive awareness campaign plan is developed
-Awareness materials validated under the plan are developed, tested, produced and successfully disseminated
-The impact of the awareness campaign is assessed
Methodology:
-The consultant will propose comprehensive awareness campaign plan so as to maximize the number of people reached by the cause. In this context, the consultant is invited to propose campaign encompassing use of several awareness approaches and materials. Awareness-raising actions could include the following means (but are not limited to):
-The best social networks that fit the goals of the campaign : (Twitter ,Facebook , Youtube…etc)
-Creative publications “posters, pin boards ads, stickers, etc)
-SMS, E-mails, Radio messages.
-Media productions.
-Theater’s productions” drama component”
-TV ads, websites ads, E-voting system, outdoor advertising screens.
-Other means to be suggested by the media company
The consultant will propose a creative logo and slogan for the campaign so as to create strong identity and visibility in the targeted communities.
The involvement of parents and their children at the beginning of the campaign is encouraged in preparing the campaign’s actions. The service provider is asked to conduct meetings with parents of children without disability and parents of children with disabilities in order to develop a better understanding of the campaign cause. The service provider will share with parents ideas and suggestions on campaign’s actions and have their opinion on designing messages, logos and awareness supportive materials.
Information and awareness materials developed within the framework of the campaign will be adapted to meet the communication needs of people with disabilities in particular people with hearing and visual disabilities, persons with learning difficulties etc
The campaign content and materials must be adapted to adults and children.
The proposed campaign will include use of project's awareness productions (BNA report, animation films produced by the children with disabilities) so as to value children abilities and children with and without disabilities solidarity
SERVICE DURATION AND LOCATION
The main targeted areas of campaign actions will be Gaza and Rafah cities
The campaign is expected to be launched in June 2016 till the end of August 2016.
EXPECTED DELIVERABLES AND REPORTING
-Actions plan for 2 campaigns in the targeted areas of Gaza and Rafah cities. Each action plan should include dissemination plan for all communication and visibility elements produced as part of the campaign.
-Monthly progress and dissemination reports: The reports should include information about achievements in reference to the action plan validated, follow up of activities and updated timeframe, number of participants to awareness events, pictures of campaign actions..
-Final report including impact analysis and campaign effectiveness.
-Hard and soft copies of all materials designed as part of the awareness raising campaign should be submitted to HI with all rights reserved for HANDICAP INTERNATIONAL
Bi-monthly meetings between HI (Inclusive education project manager, technical officer and project assistant), partners (Directors and project coordinators) and the selected service provider/s will complement monthly report.
APPLICATION PROCESS
HI invites individual consultants, media companies or NGOs alike to apply. A technical proposal presenting the methodology the service provider is proposing to perform the assignment. Special attention will be given to the way the consultant will work with parents of children with disabilities and without disabilities.
-A detailed schedule for implementation.
-Presentation of organization and previous assignments, with specific focus on similar areas / assignments. “if possible”.
-The CV of the team leader who will be responsible for the assignment as well as the list of the staff who will be involved into the assignment with a brief description of their background.
-A detailed budget breakdown for the assignment.
-CV of the consultant or a comprehensive profile of the company
-Companies should be registered and licensed
