Background
Oxfam aims to build on the existing DANIDA investment and continue contributing to the economic recovery and socio-economic empowerment of women, men and youth through small and medium-scale enterprises in three sectors; agriculture, dairy and Information and Communication Technology (ICT).
Tasks and deliverables:
The technical consultant is expected to deliver the following outputs:
1-Local Economic Development Strategy: Enabling environment for businesses in Gaza improved by means of an equitable local economic development strategy jointly developed by multiple market-system players and supported by international stakeholders, including challenging the blockade imposed by GoI.
2-Increased and equitable production: Production is improved and market access is made more equitable for women, small-scale producers, processors and young graduates in the dairy, agriculture and ICT sectors.
3-Growth in demand for local products: Gaza ICT, dairy and agriculture products are increasingly recognised by local value chain forums and clients as marketable products both inside and outside Gaza.
4-Improvements to innovative and sustainable business support and services: More innovative and sustainable market services and business support provide better quality and more equitable services that meet users’ needs, including improved access to required inputs through official crossing points into Gaza.
Time Frame and location
Oxfam is expecting the completion of the Baseline study within a maximum of 30 days of signing the contracts.
Qualifications
This consultancy is open to professional individuals or consultancy firms from both Gaza or West Bank, who offer senior experience of:
-Proven record in the development of robust MEAL strategies and systems and baseline/ endline surveys for economic recovery programs in I/NGOs sector.
-Good knowledge and extensive practice applying participatory approaches and qualitative methods to monitoring and evaluation
-Good understanding of economic justice work and method for assessing changes related to the active participation and women leadership.
-Experience of integrating gender dynamics within participatory data collection.
-Relevant geographical experience in the Gaza Strip, ideally including previous work in the Gaza Strip and familiar with women reality there.
-Ability to communicate fluently and write strong reports in English and Arabic.
-The consultant is expected to propose efficient and effective team composition taking into consideration the social, cultural, environmental and political/security issues. Team of senior /junior consultant and local/international consultant can be an asset.
-Ability to work with a diverse team and under pressure to produce agreed deliverables in a timely manner.
-The consultant must be collaborative, willing to share thoughts, ideas, and make constructive criticism
a)How to Apply:
Qualified candidates are requested to draft a cover letter of no more than 1 page introducing the consultant/organisation and how the skills and competencies described above are met, with concrete examples and reflecting the total number of days to complete the assignment and total financial offer (cost) along with an outline of no more than 5 pages of the proposed including:
-Key considerations for the baseline and endline
-Proposed outline methodology for the baseline/endline
-Proposed actual number of days, timeframe and team size for both baseline and endline
-Detailed financial offer / costs. It is expected that the financial offer includes a primary budget breakdown of costs for both baseline and endline.
