OVERVIEW OF THE POSITION
In order to facilitate the reconstruction of post conflict Gaza, the Palestinian Authority (PA) requested to establish a Materials Monitoring Unit (MMU) to monitor the entry and use of dual use items in Gaza. The MMU is a multi-disciplinary team located in Gaza that monitors the supply chain of dual-use materials. This team of engineers, quantity surveyors, stock monitors and IT experts monitor the storage facilities, suppliers, concrete processing plants, as well as repair and constructions sites. The monitoring is managed through the Gaza Reconstruction and Materials Monitoring ERP called GRAMMS which is an online tool, purpose built by our client to monitor the flow and use of ‘dual-use’ materials. The Materials Monitoring Unit (MMU) is responsible for conducting site visits to potential vendors, contractors, concrete processing plants and construction projects to monitor the flow and use of ‘dual use’ materials as required by the Gaza Reconstruction Mechanism. Data is collected through static and mobile devices and managed in a central database capable of producing reports that satisfy the parties and donors due diligence requirements.
GENERAL FUNCTIONS
Role objective:
Under the direct supervision of the Senior International Monitoring Engineer, the incumbent is required to assist in the verification of the distribution and usage of selected ‘dual-us’e materials into and within Gaza. This will primarily be done by the conduct of site visits; work surveys and quantity surveying through monitoring assessments visits for a range of approved beneficiaries/projects/large scale projects and batch plants within ERP.
Expected output:
-Ensure that correct measures relevant to the batching equipment of the batch plant are available to closely monitor the raw materials used at batching plant, taking into consideration acceptable tolerances when assessing the batched raw material and the remaining stock on the batching plant;
-Advice on the system process to be used when recording the Material Tracking System (MTS), and ensure accurate filing reports on the batching plant and in the main office;
-Ensure that the verification of the supply and stock level is done according to schedule;
-Produce accurate reports as per MMU Team Leader request about the daily follow ups and Materials Tracking System (MTS) results and verification process including any discrepancies discovered.
-Ensure proper communication systems and channels between various sites.
-Ensure all the executed tasks areas per communicated instructions from the MMU Team Leader, also the produced reports truly reflect the situation on the ground;
-Any issue faced relevant to the work has to be properly communicated to the MMU Team Leader;
-Advise, investigate and collect proof of any shortage of material to document any diversion/discrepancies of Dual-Use material.
-Ensure the full and proper implementation of MMU processes and procedures required under Gaza Reconstruction Mechanism (GRM).
-Advise vendors on GRM requirements and assist batch plants’ to comply with ERP usage and reporting requirements.
-Other duties as required.
Project reporting:
-Monitoring the batch plants functioning under the GRM through conducting systematic and daily checks, run inventory, investigate shortages and excess of dual use material and report all diversion/discrepancies within a computerized system/database used for Gaza Reconstruction Mechanism.
Team management:
-S/he will be working along with other interchanging team members of National Engineers under the supervision of International Batch Plant Monitoring Engineers.
ESSENTIAL EXPERIENCE
Education:
-Bachelor's degree in Civil Engineer.
Work experience:
-Minimum of 6 years of demonstrable relevant Engineering – Civil experience and/or minimum of 6 years of demonstrable relevant Infrastructure experience.
Geographical experience:
-Minimum of 6 years of experience in Middle East with local experience in Gaza is an advantage.
Languages:
-Fluency in English and Arabic are essential.
Key competencies:
-Minimum of 6 years’ demonstrable experience of undertaking measurements/estimating in batching plant environment.
-Relevant experience in construction material mixing.
-Proven experience and ability to confirm tolerances between quantities of raw material used and output product;
-Experience of construction procedures and methods in Gaza.
-Must have excellent IT skills in the application of computers in the above duties, including work processing, spread sheet and bill of quantities; Word; Outlook.
-Understanding the importance of business Procedures.
-Understanding of construction contracts in relation to projects and of the relevance of sub contract terms and conditions.
-Hands-on performer; able to work as a part of a multi-disciplined, multi-cultural team;
-Ability to communicate effectively with a range of people.
-Understanding of Health & Safety issues at work and on industrial sites.

-A strong work ethic, prepared to work additional hours to ensure timely delivery; Must not engage in any activities which could conflict with MMU intrests, which could adversely affect its reputation or which could interfere with the fulfilment of the responsibilities of the Employee’s job, which at all times must be performed in the best interest of MMU. The employee must not use his/her position with MMU, or MMU’s information or assessts, for his/her personal gain or for improper benefit of others.
-The individual shall present individual conscience, common sense and adhere to principles of honesty and fairness along this contract duration.
-If the employee was subject to any case of breach to the work ethics or there is any risk for conflict of interest, he/she shall properly inform the MMU Team Leader.
-Ability to adapt to difficult working environment, under pressure and with limited timeframes.
Other relevant information:
-The incumbent must be mentally and physically fit.
-The incumbent must have a clean criminal record.
-All duties are performed in PPE, Safety Hat, Boots and High Viz when visiting the projects
-Duties may require long periods of standing.
-The incumbent may be required to perform night-shift duty and extra working hours as operational needs.
-Hold a valid Palestinian driving license.
