The Opportunity – BHA Project Coordinator.

Post location:  Gaza Field Office 

Contract Duration and Level of Effort: 100% End of July 2025 

ROLE PURPOSE: 

The Project Coordinator is primarily responsible for the quality and timely implementation of programme activities and provision of enabling support to implementing partners in Bureau for Humanitarian Assistance (BHA) funded activities in Gaza. The post holder will provide both technical and administrative support to Save the Children (SCI) programmes as assigned by the BHA Project Director, ensuring outputs and results are achieved on time, within budget and in compliance with SCI and donor policies and regulations.

The Project Coordinator will support programme design and lead the planning and implementation of assigned programme activities in coordination with internal and external stakeholders. This includes positive engagement and enabling support to project partners in line with SCI’s Partnership Principles. The post holder will ensure that monitoring plans are carried out, required Project resources are mobilized and utilized, data is generated and reported in a timely fashion, and that quality is maintained. This necessitates effective and timely coordination with Awards, Programme Development Quality and Advocacy (DPDQA), Supply Chain, MEAL and other enabling functions through all stages of the Project cycle.

The Project Coordinator is required to manage the full project cycle in line with SCI’s Project Management Methodology (PMM), He/She is also required to contribute to the development of BHA concept notes and proposals in close coordination with the technical advisors and Programme Managers.

The post holder will be assigned responsibilities across project streams by the Project Director and is expected to work adaptably by absorbing and handing over tasks as current one's end and new ones come online. This may involve varying levels of accountability depending on the current portfolio and needs of the Programme Unit.
 

SCOPE OF ROLE:

Role Dimensions: The BHA funded programme in Gaza is multi-sectoral and works across Child Protection, WASH, Nutrition, and MCPA, with both direct and in-direct programming. 

KEY AREAS OF ACCOUNTABILITY:

Program Management and Implementation

  • Contribute to the implementation of BHA-funded activities in Gaza.
  • Support the Detailed Implementation Plan (DIP) for Gaza, ensuring integrated programming aligns with the approved proposal.
  • Monitor Budget Versus Actuals (BVA), identify potential risks, develop mitigation strategies, and communicate necessary adjustments to the Project Director and PMU Finance Coordinator.
  • Engage in Monthly Project Meetings to discuss project progress & milestones

Coordination and Collaboration

  • Actively coordinate with Gaza-based teams, including Supply Chain, HR, Safety and Security, Finance, and MEAL Managers, to ensure effective collaboration across the Gaza program through participation in operational, program quality, and financial review meetings.
  • Manage relationships with Gaza-based partners funded by BHA, ensuring they deliver proposed activities, comply with donor regulations, and receive the necessary training and support.

Reporting and Documentation

  • Prepare Gaza-specific inputs for donor reports, including monthly updates and six-monthly ITT submissions.
  • Draft briefing notes on project progress and challenges for the Project Director to present to donors or for use in their absence.

Visibility and Communications

  • Collaborate with the Gaza Communications Officer to regularly develop case studies highlighting project achievements by Save the Children and local partners for donor sharing.
  • Work with the Gaza Communications Officer to collect photos (with consent) and snapshots of project progress for sharing via social media or directly with BHA, ensuring appropriate tagging and visibility.

Representation

  • Represent Save the Children in relevant Gaza-focused forums in the absence of the Project Director.
  • Participate in partner meetings to strengthen collaboration, address challenges, and ensure alignment with project objectives and donor expectations.

Operational, Financial Oversight, and Compliance

  • Ensure procurement and supplier trackers are accurately maintained and up to date.
  • Monitor compliance with donor regulations, ensuring all activities meet BHA guidelines and organizational policies.
  • Oversee vetting processes for suppliers and partners to maintain alignment with compliance standards and mitigate potential risks.

Job Requirements

In order to be successful, you will bring/have: 

QUALIFICATIONS   

  • BA degree in, Business Administration, Development Studies, social science or any other related field related fields.
     

EXPERIENCE AND SKILLS

Essential

  • Minimum of 4+ years of relevant work experience in project implementation in a humanitarian or development context (design, development, planning and implementation). 
  • Technical experience in at least one of SCI’s thematic areas such as education, child protection, nutrition, CRG, etc..,
  • Experience of and commitment to working through formal and informal systems and ensuring community participation and accountability.
  • Demonstrate capacity to deliver on stated objectives, on time and within budget.
  • Knowledge of effective financial and grant management. 
  • Experience in monitoring and evaluation and reporting of project results.
  • Knowledge of institutional donors and experience of developing proposals.
  • Excellent English and Arabic language skills, with proven capacity to write clear, concise and results-based project reports.
  • Excellent computer skills (MS Office, email and internet systems).
  • Excellent organizational and time management skills.
  • Ability to work in a team/independently. 

Desirable

  • Experience in designing and facilitating training and capacity building.
  • The capacity and willingness to be flexible and accommodating in sometimes difficult working circumstances.
  • Excellent interpersonal and communication skills.
  • Knowledge of and commitment to safeguarding principles and approaches, as well as principles of do no harm and confidentiality.
  • Valid driving license.
